Abstract
Dalam merespon krisis pengungsi di kawasan Eropa, diberlakukan kebijakan skema relokasi dan resettlement oleh Dewan Eropa yang berlaku dari September 2015 sampai September 2017. Kebijakan ini dimaksudkan untuk merelokasi dan memukimkan kembali sejumlah pengungsi yang berada di Italia dan Yunani ke negara-negara anggota Uni Eropa. Kebijakan darurat tersebut tidak sepenuhnya dilaksanakan oleh negara-negara anggota Uni Eropa. Beberapa di antaranya bahkan sama sekali tidak melakukan relokasi dan resettlement pengungsi, Polandia merupakan salah satunya. Perdana Menteri Polandia, Beata Szydlo menyatakan bahwa tidak ada kemungkinan bagi Polandia untuk menerima satupun pengungsi. Selain itu, Ia menyampaikan bahwa tanggung jawab pemerintah adalah kepada masyarakatnya, bukan yang lain. Dalam penelitian ini, penulis akan menggunakan teori Foreign Policy Inputs yang terdapat dalam buku berjudul World Politics: an Introduction, karya James N. Rosenau, untuk menganalisis pengambilan keputusan Polandia dalam penolakan pengungsi masa pemerintahan Beata Szydlo tahun 2015-2017.
English Abstract
In response to the crisis of refugees in the European region, a policy of the relocation and resettlement scheme by the European Council was implemented from September 2015 to September 2017. This policy was intended to relocate and resettle a number of refugees residing in Italy and Greece to other EU member countries . The emergency policy is not fully implemented by European Union member countries. Some of them did not even carry out a single refugee relocation and resettlement at all, Poland was one of them. Polish Prime Minister Beata Szydlo stated that there was no possibility for Poland to accept any refugees. In addition, he said that the government's responsibility is to their citizens, not others. In this study, the author will use the theory of Foreign Policy Inputs in the book entitled World Politics: an Introduction, by James N. Rosenau, to analyze Polish decision making in the refusal of refugees during the Beata Szydlo’s Government Administration in 2015-2017.
