Abstract

Pariwisata adalah salah satu sektor yang mendapat perhatian diberbagai negara. Salah satu wilayah di Jawa Timur yang mengembangkan pariwisata adalah Kabupaten Tulungagung. Potensi Kabupaten Tulungagung adalah memiliki banyak pantai. Tulungagung memiliki banyak pantai karena berbatasan langsung dengan Samudera Hindia di sebelah selatan. Hal ini membuat pemerintah fokus untuk mengembangakan ekonomi dan pariwisata pada tahun. Salah satu pantai unggulan di Tulungagung adalah Pantai Indah Popoh yang telah beroperasi sejak tahun 1986 hingga sekarang. Pengembangan Popoh sebagai daerah tujuan wisata dikembangkan oleh Sutera Bina Samudera tahun 1986 dan sekarang dikembangkan pemerintah. Penelitian ini menggunakan teori G. Edward III yang terdiri dari aspek komunikasi, Sumber Daya Manusia (SDM), Disposisi, dan Struktur Birokrasi. Selain itu penelitian ini juga menggunakan wawancara dan dokumentasi untuk pengumpulan data. Lokasi penelitian di Pantai Indah Popoh dan Dinas Pariwisata, masyarakat, , dan Perusahaan Aneka Usaha sebagai informan. Hasil penelitian ini Dinas Pariwisata telah melibatkan masyarakat dan berbagai pihak untuk pengembangan Pantai Popoh dan membuat kerjasama dengan pihak swasta untuk membantu promosi. Masyarakat sebagai salah satu pemangku kepentingan telah mengetahui fungsinya sebagai masyarakat namun belum mampu mengembangkannya. Alasannya adalah pemahaman masyarakat masih kurang dan perlu sosialisasi lebih. Masyarakat Popoh telah terlibat dalam industri pariwisata sebagai pedagang dan karyawan dalam manajemen Popoh. Berdasarkan hasil penelitian dapat disimpulkan bahwa pengelolaan pariwisata pantai popoh oleh pemerintah daerah belum terprogram secara baik dan belum berjalan sesuai dengan rencana baik dari aspek komunikasi, Sumber Daya Manusia (SDM), Disposisi, dan Struktur Birokrasi . Hal ini bisa dilihat dimana belum adanya penanganan secara cepat dalam hal perbaikan akses jalan. Namun dari sarana prasarana sudah cukup memadai dengan dirawatnya berbagai sarana dan prasarana yang ada di Pantai Popoh.

English Abstract

Tourism is one of the sectors that get attention in various countries. One of the areas in East Java that develop tourism is Tulungagung regency. The potential of Tulungagung Regency is to have many beaches. Tulungagung has many beaches because it borders directly with the Indian Ocean to the south. This makes the government focus to develop the economy and tourism in the year. One of the leading beaches in Tulungagung is Pantai Indah Popoh which has been operating since 1986 until now. The development of Popoh as a tourist destination was developed by Sutera Bina Samudera in 1986 and is now developed by the government. This research uses G. Edward III theory consisting of communication aspect, Human Resources (HR), Disposition, and Bureaucratic Structure. In addition, this study also uses interviews and documentation for data collection. Location of research in Pantai Indah Popoh and Tourism Office, community, and Various Business Company as informant. The results of this study Tourism Department has involved the community and various parties for the development of Popoh Beach and make cooperation with private parties to assist the promotion. The community as one of the stakeholders has known its function as a society but has not been able to develop it. The reason is that people's understanding is still lacking and need more socialization. Popoh people have been involved in the tourism industry as traders and employees in Popoh management. Based on the research result, it can be concluded that the management of popoh beach tourism by the local government has not been well programmed and has not run in accordance with the good plan of communication aspect, Human Resources, Disposition, and Bureaucratic Structure. This can be seen in the absence of fast handling in terms of road access improvements. However, the infrastructure is sufficient with the maintenance of various facilities and infrastructure in Popoh Beach.
