Abstract

Untuk menanggulangi semburan lumpur panas Sidoarjo, pemerintah membentuk badan pelaksana yaitu Badan Penanggulangan Lumpur Sidoarjo (BPLS) yang dibentuk pada masa pemerintahan presiden Susilo Bambang Yudhoyono pada awal terjadinya semburan dengan Peraturan Presiden Nomor 14 Tahun 2007. Kemudian, pada masa pemerintahan presiden Joko Widodo, BPLS diganti namanya menjadi Pusat Pengendalian Lumpur Sidoarjo (PPLS) dengan Peraturan Presiden Nomor 21 Tahun 2017. BPLS yang sebelumnya merupakan badan tersendiri, setelah berganti nama menjadi PPLS kini berada dibawah Direktorat Jenderal Sumber Daya Air Kementerian Pekerjaan Umum dan Perumahan Rakyat. Penelitian ini akan menganalisis kebijakan terkait penanggulangan dampak lingkungan akibat semburan lumpur panas Sidoarjo dalam perspektif environmental governance. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data studi kepustakaan, wawancara, dan observasi. Teori yang akan digunakan adalah Teori Kebijakan Publik dengan model analisis implementasi kebijakan Grindle. Kemudian, konsep dari penelitian ini adalah environmental governance dan lingkungan hidup. Tujuan dari penelitian ini adalah untuk mendeskripsikan implementasi kebijakan dalam menanggulangi dampak lingkungan akibat semburan lumpur panas Sidoarjo dan menganalisis apakah kebijakan yang ada pro terhadap lingkungan. Dari penelitian ini disimpulkan upaya penanggulangan dampak lingkungan semburan lumpur panas Sidoarjo meliputi pembangunan tanggul kolam tampungan lumpur, pendayagunaan lumpur Sidoarjo, penataan kawasan lumpur Sidoarjo, dan pengamanan kali Porong. Berdasarkan analisis implementasi kebijakan menggunakan model analisis implementasi kebijakan Grindle, program-program tersebut sudah baik. English Abstract

To overcome with Sidoarjo mudflow, government established an implementation agency called Sidoarjo Mudflow Mitigation Agency (BPLS) during the reign of Susilo Bambang Yudhoyono. It established on the commencement period of mud burst that is regulated within presidential regulation number 14 of 2007. Then, within the reign of Joko Widodo, BPLS turn into Sidoarjo Mud Control Centre (PPLS) with presidential Regulation number 21 of 2017. Before it is renamed into PPLS that is supervised under the Directorate General of Water Resources Ministry of Public Works and People's Housing, the previous BPLS was an independent body. This research analyzes policy related to the countermeasures of environmental impacts caused by Sidoarjo mudflow within environmental governance perspective. This research used descriptive qualitative method with several techniques of collecting data such as library research, interviews, and observation. Theory used in this research is Public Policy Theory with analysis model of Grindle policy implementation. Then, this research used environmental governance and living environment concepts. This research aims to describe the implementation of policy in mitigating the environmental impacts caused by Sidoarjo mudflow as well as to analysis whether the existed policy supports the environment. According to this research, it can be concluded that the required attempts in overcoming with environmental impacts of Sidoarjo mudflow involves to the establishment of mud pond embankments, the mud’s utilization, the arrangement of Sidoarjo mudflow area, and the security of Porong River. Based on the analysis of policy implementation that used analysis model of Grindle policy implementation, those programs are decent. However, within environmental governance perspective, those existing policy has not been fully concerned to environment needs.
