Abstract
Pendidikan inklusif merupakan sebuah program kebijakan yang memberikan kesempatan kepada anak-anak berkebutuhan khusus agar dapat bersekolah di sekolah reguler. Pendidikan inklusif merupakan peningkatan kualitas pendidikaan yang ada di Indonesia. Pada tahun 2014 Kota Batu pun mendeklarasikan pendidikan inklusif. Hal ini dilakukan pada Peraturan Menteri Pendidikan Nasional Nomer 70 Tahun 2009 Tentang Pendidikan Tidak Dapat Didik yang Memiliki Kelainan Dan Memiliki Potensi Kecerdasan Dan / Atau Bakat Istimewa Dengan Peraturan Gubernur Jawa Timur Nomer 6 Tahun 2011 Tentang Penyelenggaraan Pendidikan Inklusif Provinsi Jawa Timur dan Peraturan Walikota Batu Nomer 24 Tahun 2013 Tentang Penyelenggaraan Pendidikan Inklusif. Kota Batu dapat digunakan dalam pendidikan dasar inklusif pada sekolah dasar. Atas dasar itu, penelitian ini bertujuan untuk mengetahui bagaimana implementasi pendidikan inklusif pada jenjang sekolah dasar di Kota Batu. Implementasi pendidikan inklusif pada jenjang sekolah dasar di Kota Batu telah berjalan akan tetapi masih banyak pada saat penyelenggaraannya. Kendala yang dilakukan oleh pihak sekolah adalah kurang memadainya fasilitas yang dimiliki pihak sekolah dan juga masih kurangnya tenaga pendidik untuk anak berkebutuhan khusus. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Pengumpulan data dalam penelitian menggunakan teknik wawancara, dan dokumentasi. Peneleti menggunakan teori implementasi oleh George Edward III dan kompenen gigian pendidikan inklusif yang menjadi tolak ukur. Dari hasil penelitian, ditemukan bahwa pendidikan inklusif pada jenajang sekolah dasar di Kota Batu masih banyak harus diperbaiki dari aspek sumber daya, sumber daya manusia, dan sarana prasarana
English Abstract
Inclusive education is a policy program that provides opportunities for children with special needs to attend regular school. Inclusive education is an improvement of the quality of education in Indonesia. In 2014 Kota Batu also declared inclusive education. This is done in the Regulation of the Minister of National Education Number 70 Year 2009 About Uneducible Education Who Has Abnormalities And Potential Of Intelligence And / Or Special Talent With East Java Governor Regulation No. 6 of 2011 on the Implementation of Inclusive Education of East Java Province and Mayor Regulation Batu Number 24 Year 2013 on the Implementation of Inclusive Education. Kota Batu can be used in basic education inclusive in primary schools. On that basis, this study aims to find out how the implementation of inclusive education at elementary school level in Batu City. Implementation of inclusive education at elementary school level in Batu City has been running but still many at the time of its implementation. The constraints imposed by the school are inadequate facilities owned by the school and also still lack of educators for children with special needs. The research method used is descriptive with qualitative approach. Data collection in research using interview technique, and documentation. The researcher uses the theory of implementation by George Edward III and the inclusive inclusive education component of benevolence that becomes the benchmark. From the research result, it was found that inclusive education at jenajang primary school in Batu City still have to be improved from aspect of resources, human resources, and infrastructure
