Abstract
Penulis mengangkat permasalahan tentang Penerapan Pasal 1 Peraturan Walikota Bontang Nomor 17 tahun 2016 Tentang Perubahan Tarif Retribusi Jasa Umum Pelayanan Parkir Di Tepi Jalan umum. Alasan pemilihan tema skripsi ini karena sering ditemukan fakta di lapangan bahwa ada masalah dengan kententuan tempata parkir apalagi tentang retribusi tempat parkir itu sendiri. Jenis penelitian yang dilakukan adalah jenis penelitian yuridis empiris yakni suatu metode dengan penelitian data sekunder terlebih dahulu, kemudian dilanjutkan dengan mengadakan penelitian terhadapa data primer dilapangan. Penulis menganalisi hal tersebut dengan peraturan Peraturan Daerah Kota Bontang Nomor 17 tahun 2016 tentang retribusi terminal dan tempat parkir. Berdasarkan hasil penelitian restrbusi tidak maksimal di karena kan banyak juru parkir liar serta juru parkir resmi sedikit, dan juga banyak factor-yang membuat penerapan peraturan jadi susah terlaksanan seperti, Kesadaran dalam diri sendiri, bersifat apatis, dan pola pikir masyarakat itu sendiri. Perlu adanya sosialisasi bahwa peraturan daerah Kota Bontang nomor 17 tahun 2016 Tentang retribusi Terminal dan tempat parkir itu mengikat dan mempunyai kekuatan hukum agar tidak terjadi kesalahan di masa depan.
English Abstract
The author raised the issue about the Application of Article 1 of the Regulations of Mayor of Bontang Number 17 of 2016 concerning Changes in Tariffs for Public Service Levies on Parking Services on Public Roads. The reason for choosing the theme of this thesis is because there are often facts in the field that there are problems with the requirements of parking spaces, especially about the retribution of the parking lot itself. The type of research carried out is a type of empirical juridical research that is a method with secondary data research first, then proceed with conducting research on primary data in the field. The author analyzes this matter with the Bontang City Regional Regulation No. 17 of 2016 concerning terminal fees and parking lots. Based on the results of the restructuring research is not optimal because there are many illegal parking attendants and official parking attendants, and there are also many factors that make implementation of regulations difficult to implement such as: Self-awareness, apathy, and the mindset of the community itself. There needs to be socialization that Bontang City regional regulation number 17 of 2016 concerning retribution Terminal and parking lot is binding and has legal force so that there will be no mistakes in the future
