Abstract

PDAM Tirta Dharma Kota Malang merupakan Badan Usaha Milik Daerah penyedia sarana penyediaan air minum di Kota Malang. PDAM Tirta Dharma Kota Malang didirikan pada 31 Maret 1915 sebagai perusahaan yang bergerak di bidang pelayanan terutama dalam hal penyediaan air bersih. Selama ini PDAM Tirta Dharma Kota Malang hanya menekankan pada aspek keuangan, operasional dan administrasi sebagai tolak ukur pengukuran kinerja, karena lebih mudah diterapkan. Pengukuran kinerja berdasarkan aspek tersebut dianggap tidak mampu mengukur aset tidak berwujud yang dimiliki perusahaan seperti sumber daya manusia, tingkat kepuasan pelanggan, kepuasan karyawan dan kesetiaan pelanggan. Oleh karena itu diperlukan metode pengukuran kinerja yang dapat mengidentifikasi kepuasan stakeholder secara keseluruhan. Metode yang dapat mengidentifikasi tingkat kinerja dan kepuasan seluruh stakeholder adalah metode Performance Prism. Pengukuran kinerja menggunakan metode Performance Prism merupakan pengukuran kinerja yang terintegrasi, meliputi seluruh aspek perusahaan meliputi kepuasan dan kontribusi setiap stakeholder. Pada penelitian ini stakeholder yang diteliti adalah stakeholder yang berada di PDAM Tirta Dharma Kota Malang. Stakeholder yang dimaksud adalah customer, employee, supplier, owner serta pemerintah dan masyarakat. Selanjutnya adalah menentukan bobot dengan menggunakan Analytical Hierarchy Process (AHP). Pembobotan dilakukan sebanyak tiga kali yaitu pembobotan antar stakeholder, pembobotan antar perspektif performance prism dan pembobotan antar KPI dalam setiap perspektif performance prism. Dalam menentukan bobot stakeholder, bobot perspektif performance prism dan bobot KPI dalam setiap perspektif performance prism dengan menggunakan bantuan software expert choice 11.0. Langkah selanjutnya adalah melakukan scoring system menggunakan metode Objective Matrix (OMAX) dan TLS untuk mengetahui KPI mana yang belum dan sudah mencapai target. Langkah terakhir adalah menggunakan metode Objective Matrix (OMAX) untuk mengetahui nilai performansi total PDAM Tirta Dharma Kota Malang. Penelitian dengan menggunakan metode Performance Prism menunjukkan bahwa terdapat 88 KPI meliputi 18 KPI dari stakeholder customer, 22 KPI dari stakeholder employee, 17 KPI dari stakeholder supplier, 15 KPI dari stakeholder owner dan 16 KPI dari stakeholder pemerintah dan masyarakat. Dari perhitungan pengukuran kinerja dengan menggunakan Objective Matrix (OMAX) diperoleh nilai kinerja perusahaan sebesar 9.52 yang berarti pencapaian kinerja PDAM Tirta Dharma Kota Malang menghasilkan kinerja baik walaupun ada beberapa kinerja yang masih perlu diperbaiki.

English Abstract

PDAM Tirta Dharma of Malang city is one of the State Owned Companies works for Drinking Water Provision in Malang city. PDAM Tirta Dharma of Malang city was established in March 31st, 1915 as the company that delivers service particularly in distributing clean water. All this time, PDAM Tirta Dharma of Malang city only emphasized on its financial, operational and administration aspect for its performance measurement because it was easy to implement. Performance measurement based on that aspect was considered to be unable in measuring intangible assets possessed by the firm such as its human resources, its customer satisfaction, and its customer loyalty. Therefore, performance measurement method that was able to identify overall stakeholder’s satisfaction was needed. Method which could identify performance and satisfaction of all stakeholders was Performance Prism method. Performance measurement using Performance Prism method is an integrated performance measurement, includes all firm’s aspects such as satisfaction and contribution of each stakeholder. In this matter, stakeholders under study were stakeholders within PDAM Tirta Dharma of Malang city. These stakeholders were customer, employee, supplier, owner and government also the people itself. The next step was determining weight by using Analytical Hierarchy Process (AHP). This weighing was done three times which includes weighing between stakeholders, weighing between performance prism perspectives and weighing between KPI within each performance prism perspective. In determining stakeholder’s weight, the weight of performance prism perspective and weight of KPI in each performance prism perspective was done by using software expert choice 11.0. Subsequent stage would be scoring system using Objective Matrix (OMAX) and TLS method to found out which KPI that not yet and already achieve the target. The last stage was using Objective Matrix (OMAX) method to found out the total performance value of PDAM Tirta Dharma of Malang city. This study which use Performance Prism method showed that there were 88 KPI including 18 KPI from customer stakeholder, 22 KPI from employee stakeholder, 17 KPI from supplier stakeholder, 15 KPI from owner stakeholder and 16 KPI from government and people’s stakeholders. From the calculation of performance measurement using Objective Matrix (OMAX) method, we obtain firm’s performance value was 9.52 which means that performance achievement of PDAM Tirta Dharma of Malang city has good performance although there were several performances that could be improved.
