Abstract
Kota Malang merupakan salah satu pioner dalam pengembangan Green Cities di Indonesia. Salah satu atribut penting dari penciptaan green cities adalah ketersedian Ruang Terbuka Hijau (RTH) yang memiliki fungsi utama sebagai penjaga keseimbangan ekologi kota. Dalam Undang-Undang No. 26 Tahun 2007 disebutkan bahwa kondisi ideal RTH suatu perkotaan adalah mencakup 30% luas kota, yang terbagi kedalam 20% RTH Publik dan 10% RTH privat. Namun, saat ini luasan RTH di Kota Malang belum mencapai ketentuan tersebut. Tidak terpenuhinya kondisi ideal tersebut akan mempengaruhi kondisi lingkungan, dan kondisi sosial budaya. Pemerintah Kota Malang telah menyadari kebutuhan untuk mengembangkan RTH eksisting. Salah satunya tercantum dalam Program Pengembangan Kota Hijau (P2KH), yaitu program kolaborasi antara pemerintah kota/kabupaten, untuk mewujudkan komitmen kota hijau. Namun demikian, Dokumen Rencana Aksi Kota Hijau (RAKH) yang diharapkan mampu menyelesaikan permasalahan tersebut, ternyata belum memuat rencana spesifik untuk memenuhi luasan ruang terbuka hijau publik sebesar 20%. Oleh karena itu, penelitian ini bertujuan untuk merumuskan prioritas lokasi lahan potensial yang dapat dikembangkan sebagai ruang terbuka hijau publik. Penelitian ini menggunakan metode deskriptif berupa analisis potensial areal, Analytic Hierarchy Process, dan analisis skoring. Dari hasil penelitian ini diketahui bahwa di Kota Malang, pemenuhan kebutuhan akan luasan RTH sesuai dengan ketetapan UU No 26 Tahun 2007 masih menjadi permasalahan. Saat ini, secara eksisting RTH Publik yang berada pada Kota Malang baru mencapai 14,71% (1.634,35 Ha) dari keseluruhan luasan kota. Sehingga untuk memenuhi ketentuan RTH Publik sebesar 20% dari luasan kota, Kota Malang masih membutuhkan tambahan RTH sebesar 587,25 Ha. Demikian pula apabila standar pemenuhan RTH tersebut diukur melalui kebutuhan perkapita. Berdasarkan jumlah penduduknya, maka Kota Malang masih memiliki kekurangan RTH sebesar 668,99 Ha. Saat ini, Kota Malang memiliki total luasan lahan kosong sebesar 264,94 Ha. Ditambah dengan aset tanah Pemerintah Kota Malang yang dapat dikembangkan seluas 46,87 Ha. Di sisi lain, pertumbuhan penduduk juga terus memacu laju kebutuhan akan fungsi lahan lainnya. Jika dihitung, terdapat 4.15% luasan yang dibutuhkan untuk mencapai standar kebutuhan RTH publik perkotaan, seluas 461,15 Ha. Luas lahan potensial yang teridentifikasi ternyata belum mampu menjawab kekurangan RTH publik perkotaan di Kota Malang.. Dari hasil analisa, diketahui bahwa lahan dengan kategori prioritas I untuk pembangunan RTH adalah TA-A-Tlogomas dan TA-A Pandanwangi. Pada Prioritas 2 terdapat delapan lahan, yaitu MTG- Bumiayu-2, MTL-Arjosari-2, MU-Dinoyo-1, TAMerjosari, TA-Tungulwulung, TA-B-Lesanpuro, TA-C-Tlogowaru dan TA-DTlogowaru. Selain lahan tersebut, tersebar 56 lahan kosong lainnya pada 6 BWP di Malang Raya.
English Abstract
Malang listed as one of the Indonesia’s pioneers in developing Green Cities. Whereas, Green Open Space (RTH) is one of the main attributes. Green Open Space functions as an ecological balancer of the city. Based on Indonesian Law no. 26 in 2007, Green Open Space should cover 30% of urban area, divided into 20% public green open space and 10% private green open space. Despite that, green open space in Malang has not reached these requirements. The inability to meet the ideal conditions will affect the condition of the environment, and socio-cultural conditions. The Government of Malang City has realized the urgency to develop green open space area. The government developed Green City Development Program (P2KH), a collaborative program to realized the green city commitment. However, the Green City Action Plan Document which is expected to solve the problem, has not contain specific plans to meet the 20% green open space. Therefore, this study aims to formulate the priority of potential land locations that can be developed as a green open space public. This research uses descriptive method of area potential analysis, Analytic Hierarchy Process, and scoring analysis. From the analysis results, this study note that the green open space in Malang City currently has reached 14.71% (1,634.35 Ha) of the total city area. In order to meet the provisions of Public Spaces by 20% of urban area, Malang City required additional green open space equal to 587,25 Ha. Similarly, if the green open space fulfillment standard is measured through per capita needs, Malang City still has a green open space shortage of 668.99 ha. In the Status Quo, Malang City has a total land area of 264.94 hectares of vacant land. Coupled with the land assets of the Government of Malang City that can be developed area of 46.87 Ha. If calculated, there are 4.15% of the area required to achieve the standard urban public transport requirement, covering an area of 461.15 Ha. The identified potential land area has not been able to answer the shortage of public urban green space in Malang City. From the results of the analysis, it is known that the land with the category I for the development of green space is TA-A-Tlogomas and TA-A Pandanwangi. In Priority 2 there are 8 lands, namely MTG-Bumiayu-2, MTL-Arjosari-2, MU-Dinoyo-1, TAMerjosari, TA-Tungulwulung, TA-B-Lesanpuro, TA-C-Tlogowaru and TA- Tlogowaru. In addition, 56 other vacant land at 6 BWP scattered in various part Malang Raya.
