Abstract
Perkembangan Kabupaten Sidoarjo dari tahun ke tahun semakin pesat sehingga menyebabkan turut pesatnya perubahan tata guna lahan dari lahan pertanian menjadi lahan yang terbangun. Sayangnya pembangunan fisik dan fasilitas pendukungnya tidak diimbangi dengan sarana dan prasarana drainase yang memadai, sehingga menghasilkan debit limpasan yang terlalu besar dan menimbulkan genangan. Pada Sub Sistem Drainase Sidokare sendiri memiliki 5 long storage dan rumah pompa banjir yang berfungsi menampung sementara debit yang akan dialirkan menuju saluran primer, namun demikian genangan masih tetap terjadi. Untuk itu dilakukan analisis genangan guna mengetahui kapasitas saluran drainase, long storage, dan pompa banjir eksisting, serta alternatif penangan yang tepat untuk mereduksi genangan yang terjadi. Pada penelitian ini data yang dibutuhkan berupa data hujan, genangan, dimensi saluran, pompa banjir, peta topografi, dan tata guna lahan. Perhitungan debit banjir rancangan menggunakan metode modifikasi rasional, dimana penentuan kala ulang debit banjir rancangan didasarkan pada genangan historis yang pernah terjadi di lokasi studi. Setelah dilakukan analisis debit banjir rancangan, kemudian dilakukan perbandingan dengan kapasitas saluran dan long storage serta pompa banjir eksisting. Hasil perbandingan tersebut akan menunjukkan saluran yang tidak dapat mengalirkan debit banjir rancangan dan membutuhkan penanganan genangan. Adapun alternatif penanganan genangan yang digunakan pada daerah studi, yaitu pembuatan saluran tersier baru, rehabilitasi, dan sumur tampungan, ataupun kombinasi dari ketiga alternatif tersebut. Berdasarkan hasil analisis, genangan historis pada Sub Sistem Drainase Sidokare setara dengan kala ulang 5 tahun dengan intensitas hujan 9,519 mm/jam, dimana dari hasil evaluasi terdapat 32 saluran yang tidak dapat mengalirkan debit banjir rancangan dengan kala ulang 5 tahun tersebut. Selain itu, berdasarkan hasil analisis kapasitas pada 5 long storage dan pompa banjir eksisting dengan spesifikasi kapasitas long storage dan pompa banjir yang ada, 4 long storage dapat menampung debit sementara apabila dilakukan pengoperasian pompa banjir dan 1 long storage dapat menampung debit sementara tanpa dilakukan pengoperasian pompa banjir. Upaya penanganan genangan pada Sub Sistem Drainase Sidokare, yaitu berupa pembuatan saluran tersier baru sejumlah 17 saluran, rehabilitasi pada 25 saluran, dan pembuatan sumur tampungan pada 1 titik saluran.
English Abstract
The development of Sidoarjo regency from year to year is rapidly increasing, causing the rapid change of land use from agricultural land to the built land. Unfortunately, physical construction and supporting facilities are not balanced with adequate drainage facilities and infrastructure, resulting in excessive runoff discharge and causing inundation/ ponding. In Sidokare Drainage Sub System itself has 5 long storage and flood pump house that serves to accommodate the temporary discharge to be channeled to the primary channel, however the inundation still occurs. Therefore conducted the analysis of inundation to determine the capacity of drainage channels, long storage, and existing flood pumps, as well as the appropriate alternative management to reduce the inundation that occurred. In this study, the data required in the form of rain data, inundation, channel dimensions, flood pump, topographic maps, and land use. The calculation of design flood discharge use a rational modification method, in which the determination of design flood discharge return period is based on historical inundation/ ponding that ever occurred at the study site. After performed the design flood discharge analysis, then conducted comparison with channel capacity and long storage as well as existing flood pump. The results of the comparison will showed the channels that can not drain the design flood discharge and require inundation management. As for the alternative management of inundation used in the study area, namely the making of new tertiary channels, rehabilitation, and shelter/ storage wells, or a combination of these three alternatives. Based on the analysis result, historical inundation in Sidokare Drainage Sub System is equivalent to a 5-year return period with rain intensity of 9,519 mm/hr, wherein from the evaluation result there are 32 channels that can not flow the design flood discharge with the 5 years return period. In addition, based on the capacity analysis result on 5 long storage and existing flood pump with the specification of long storage capacity and existing flood pump, 4 long storage can accommodate temporary discharge if conducted the flood pump operation and 1 long storage can accommodate the temporary discharge without the operation of the flood pump. The efforts of inundation management in Sidokare Drainage Sub System, namely in the form of the making of new tertiary channel a number of 17 channels, rehabilitation on 25 channels, and the making of shelter/ storage wells at 1 channel point.
