Abstract
Penelitian ini bertujuan untuk menghitung dan menganalisis inklusivitas pertumbuhan ekonomi di Provinsi Jawa Timur dan faktor-faktor yang dapat mempercepat terjadinya inklusivitas. Dengan menggunakan data sekunder dari Badan Pusat Statistik (BPS) dan Direktorat Jenderal Perimbangan Keuangan (DJPK) tahun 2011-2015, penelitian ini menggunakan metode Poverty Equivalent Growth Rate (PEGR) oleh Klasen (2010) dan estimasi persamaan simultan 3SLS. Hasil penelitian ini menunjukkan bahwa inklusivitas pertumbuhan ekonomi di Jawa Timur belum sepenuhnya terjadi. Terbukti dengan masih sedikitnya jumlah kabupaten/kota di Jawa Timur yang berhasil mencapai pertumbuhan inklusif. Pada penelitian ini pendapatan per kapita, fiscal policy yang dilihat melalui anggaran pendidikan dan kesehatan, serta rata-rata lama sekolah berpengaruh positif dalam mendukung terwujudnya percepatan inklusivitas pertumbuhan ekonomi di Jawa Timur
English Abstract
This study aims to calculate and analyze the inclusiveness of economic growth in East Java Province and the factors that can accelerate inclusiveness. Using secondary data from the Central Statistics Agency (BPS) and the Directorate General of Financial Balance (DJPK) in 2011-2015, this study uses the Poverty Equivalent Growth Rate (PEGR) method by Klasen (2010) and the estimation of 3SLS simultaneous equations. The results of this study indicate that the inclusiveness of economic growth in East Java has not fully occurred. Evidenced by the small number of districts / cities in East Java that have achieved inclusive growth. In this study per capita income, fiscal policy seen through the education and health budgets, as well as the average length of school have a positive influence in supporting the realization of accelerated inclusiveness of economic growth in East Java.
