Abstract
Pembangunan dalam rangka pengembangan Ruang Terbuka Hijau (RTH) saat ini memiliki peran yang sangat penting. Guna terwujudnya proporsi RTH minimal 30% dari luas wilayah kota yang terdiri dari RTH publik minimal 20% dan RTH privat minimal sebanyak 10% dari luas wilayah kota diperlukan kerjasama yang baik antar stakeholder yakni pemerintah, swasta, dan kaum intelektual yang diharapkan dapat memenuhi kebutuhan masyarakat sehingga dapat memberikan kepuasan dengan adanya fasilitas yang memadai. Pemerintah tidak dapat berperan dengan tunggal oleh karena itu diperlukan keterlibatan aktor non pemerintah untuk bekerjasama. Dalam penelitian ini terdapat tiga rumusan masalah, yakni kerjasama antar stakeholder, inovasi yang dilakukan pemerintah Kota Blitar dalam pengembangan Ruang Terbuka Hijau, juga faktor-faktor apa saja yang mendukung dan menghambat terjalinnya kerjasama antar stakeholder dalam pengembangan Ruang terbuka Hijau di Kota Blitar. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Lokasi penelitian ini berada di Dinas Lingkungan Hidup Kota Blitar. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Fokus penelitian ini mengenai identifikasi aktor (intelektual, bisnis, pemerintah) dalam pengembangan ruang terbuka hijau berdasarkan perspektif Triple Helix serta faktor pendukung dan penghambat. Model analisis data yang digunakan adalah model analisis Creswell. Dalam penelitian ini diketahui bahwa Pemerintah Dinas Lingkungan Hidup berperan sebagai pengambil keputusan, aktor swasta sebagai fasilitator dan masyarakat sebagai partisipator. Kerjasama antar aktor tersebut di mulai dari perencanaan hingga pembangunan RTH. Adapun eksistensi aktor non pemerintah dapat juga dilibatkan dalam penyelenggaraan pembangunan.
English Abstract
Development in order for the open green space currently has a very important role. In order to materialize the proportion of open green space of at least 30% of the total area of the city which consists of open green space of at least 20% of public and private green open space of at least 10% of the total area of the city required a good cooperation between stakeholders, the Government, private, and intellectuals who are expected to meet the needs of the community so as to provide customer satisfaction by having adequate facilities. The Government cannot play a role with single therefore required the involvement of governmental actors to cooperate. In this study there are three problem of study, i.e. cooperation among stakeholders, Government innovation Blitar in the development of open green space, as well as any factors that support and hinder the establishment of cooperation among the stakeholders in the development of open green space in Blitar City. This research uses qualitative research methods with the descriptive approach. Research location is in the environmental of Blitar City. Engineering data collection done by observation, interview and documentation. The focus of this study concerning the identification of actors (Government, business, and intellectual) in the development of open green space based on the perspective of the Triple Helix and supporters and an inhibitor factor. Data analysis model used was the model analysis of Creswell. In this research it is known that the Government Department of the environment acts as a decision-maker, facilitator of private actors and the public as participants. Cooperation between these actors are ranging from planning to development of open green space. For the existence of non-governmental actors can also be involved in the development.
