Abstract
Pendangkalan pada muara (terbentuknya pulau sedimen yang menyumbat muara) dan ruas sungai disekitar muara DAS Rejoso sampai dengan jembatan jalan nasional (Dinas Pengairan Provinsi Jawa Timur, 2016). Belum tedapatnya jalur evakuasi di Kecamatan Rejoso juga menjadi suatu hal yang perlu dipertimbangkan, hal tersebut dikarenakan sudah terdapatnya titik evakuasi sementara. Oleh karena itu, penelitian perencanaan jalur evakuasi dan titik evakuasi pada bencana banjir Kecamatan Rejoso Kabupaten Pasuruan diperlukan, untuk membantu membantu mencari jalan keluar permasalahan jalur evakuasi yag ada di Kecamatan Rejoso Kabupaten Pasuruan. Kecamatan Rejoso merupakan wilayah dengan dampak banjir terluas dengan luas sebesar 1004,65 Ha (Renkon banjir DAS Rejoso, 2016). Tidak terdapatnya jalur evakuasi di DAS Rejoso tetapi memiliki titik evakuasi. (BPBD Kabupaten Pasuruan, 2017). Penelitian ini dilakukan untuk perencanaan titik evakuasi dan jalur evakuasi di DAS Rejoso, Kecamatan Rejoso, Kabupaten Pasuruan. Penelitian ini menggunakan analisis risiko, hasil tingkat risiko bencana tersebut akan menjadi acuan penentuan titik evakuasi bencana, berikutnya menggunakan analisis penentuan titik evakuasi sementara serta analisis jalur evakuasi menggunakan network analysis. Hasil analisa risiko bencana, tingkat risiko Bencana Banjir DAS Rejoso di Kecamatan Rejoso Kabupaten Pasuruan memiliki klasifikasi yang beragam, yakni terdiri dari kalsifikasi tinggi, sedang, dan klasifikasi rendah. Desa Arjosari memiliki tingkat risiko rendah dan sedang dengan luas masing-masing tingkat risiko yaitu 61,88 Ha dan 36,11 Ha. Desa Jarangan memiliki tingkat risiko rendah dan sedang dengan masing-masing seluas 112,78 Ha dan 68,20 Ha. Hasil analisa penentuan titik evakuasi, diperoleh 36 titik evakuasi yang tersebar di DAS Rejoso dari total jumlah penduduk terdampak bencana banjir 15.697 Jiwa. Perencanaan jalur evakuasi dengan network analysis menggunakan jalur terpendek menuju ke TES dihasilkan dengan pertimbangan jalur tercepat atapun terpendek, tidak melintang sungai serta menjauhi aliran sungai.
English Abstract
Siltation at the estuary (formation of sedimentary islands that clog the estuary) and river segments around the estuary of the Rejoso watershed up to the national road bridge. The unavailability of evacuation routes in Rejoso Subdistrict is also a matter that needs to be considered, this is because there has been a temporary evacuation point. Therefore, research on the planning of evacuation routes and evacuation points at the flood disaster in the District of Rejoso, Pasuruan Regency is needed, to help help find a solution to the problem of the evacuation route in Rejoso District, Pasuruan Regency. Rejoso Subdistrict is the area with the widest flood impact with an area of 1004.65 Ha (Flood Renkon in Rejoso Watershed, 2016). There is no evacuation route in the Rejoso watershed but it has an evacuation point. (BPBD Pasuruan Regency, 2017). This research was conducted for the planning of evacuation points and evacuation routes in the Rejoso Watershed, Rejoso District, Pasuruan Regency. This study uses risk analysis, the results of the disaster risk level will be a reference for determining disaster evacuation points, then use an analysis of determining the temporary evacuation point and analysis of evacuation routes using network analysis. The results of the disaster risk analysis, the risk level of the Flood Disaster in the Rejoso Watershed in Rejoso Subdistrict, Pasuruan Regency has a diverse classification, which consists of high, medium, and low classification. Arjosari village has a low and moderate risk level with a broad level of risk, namely 61.88 ha and 36.11 ha. Jarangan village has a low and medium risk level with an area of 112.78 ha and 68.20 ha respectively. The results of the analysis of the determination of the evacuation point, obtained 36 evacuation points scattered in the Rejoso watershed from the total population affected by the flood disaster 15,697 people. Planning for evacuation routes with network analysis using the shortest path to the TES is produced by considering the shortest or shortest path, not crossing the river and away from the river flow.
