Abstract
Masyarakat diharuskan membuang sampah secara langsung ke tempat pewadahan komunal yang telah disediakan pemerintah tanpa proses pengumpulan sampah menggunakan gerobak sampah, akibatnya sampah yang terkumpul di Tempat Pewadahan Komunal (TPK) hanya sebesar 52%. Sedangkan, berdasarkan target yang ingin dicapai Pemerintah Kota Tana Paser adalah sebesar 100%. Penelitian ini bertujuan untuk Mengevaluasi klasifikasi tempat pewadahan komunal (TPK) di Kota Tana Paser kemudian menentukan area pelayanan masing-masing TPK di Kota Tana Paser dan yang terakhir menyusun optimalisasi peningkatan kinerja operasional tempat pewadahan komunal (TPK) di Kota Tana Paser. Analisis yang digunakan dalam penelitian ini adalah Analisis Klasifikasi TPK, Buffering Analysis dengan Geographic Information System (GIS), Network Analysis dengan Geographic Information System (GIS), Analisis Kinerja Operasional Sistem Pengangkutan dengan perhitungan Stationary Container System (SCS) dan Hauled Container System (HCS). Hasil dari penelitian ini adalah dari 124 unit TPK terdapat 7 TPK yang berpotensi untuk dikembangkan menjadi TPS 3R dan untuk mencapai pelayanan 100% maka diperlukan penambahan 5 unit TPS 3R di kawasan linier dengan melakukan optimalisasi kinerja operasional Tempat Pewadahan Komunal (TPK) dengan cara mengganti pola pengumpulan, penambahan sarana pengumpulan, perubahan pola pemindahan, penambahan sarana dan kegiatan pengolahan sampah, penambahan rute baru, serta penambahan sarana pengangkutan sampah.
English Abstract
Communities are required to dispose garbage directly to communal containers that have been provided by the government without garbage collection process using garbage carts, consequently the garbage collected in the Communal Reservoir (TPK) is only 52%. Meanwhile, based on the target to be achieved Tana Paser City Government is 100%. This study aims to evaluate the classification of communal containment sites in Tana Paser and determine the service area of each TPK in Kota Tana Paser and the last one to optimize the operational performance improvement of the communal container site in Tana Paser City. The analysis used in this research is TPK Classification Analysis, Buffering Analysis with Geographic Information System (GIS), Network Analysis with Geographic Information System (GIS), Operational Performance Analysis of Transportation System with calculation of Stationary Container System (SCS) and Hauled Container System (HCS ). The result of this research is from 124 TPK units there are 7 TPK that have the potential to be developed into TPS 3R and to reach 100% service it is necessary to add 5 units of TPS 3R in the linear region by optimizing the operational performance of Places of Communal Plunder (TPK) by changing the pattern collection, addition of collection facilities, change of transfer pattern, addition of garbage treatment facilities and activities, addition of new routes, and addition of garbage transportation facilities.
