Abstract
Otonomi daerah merupakan kewenangan yang diperoleh Pemerintah Daerah dalam mengurus sendiri urusan pemerintahannya termasuk Kota Malang. Salah satu bentuk otonomi daerah adalah kewenangan dalam mengelola kekayaan daerah berupa kegiatan ijin pemakaian kekayaan daerah. Pemerintah Kota Malang harus menerapkan prinsip Good Governance di seluruh kegiatan pemerintahannya termasuk kegiatan ijin pemakaian kekayaan daerah. Penelitian ini bertujuan untuk mengetahui prosedur ijin pemakaian kekayaan daerah yang dilakukan Badan Pengelola Keuangan dan Aset (BPKAD) Kota Malang serta mengetahui penerapan prinsip Good Governance dalam prosedur kegiatan ijin pemakaian kekayaan daerah Kota Malang. Hasil analisis menunjukkan bahwa prosedur ijin pemakaian kekayaan daerah yang dilakukan Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Kota Malang telah sesuai dengan Standar Operasional Prosedur yang telah dibuat. Terkait penerapan prinsip Good Governance, peneliti menemukan bahwa tidak semua prinsip Good Governance telah diterapkan. Prinsip yang telah diterapkan yaitu transparansi, partisipatoris, responsiveness, konsensus, persamaan hak, efektivitas dan efisiensi, serta akuntabilitas. Prinsip yang belum diterapkan BPKAD Kota Malang adalah prinsip rule of law. Faktor penghambat penerapan prinsip ini adalah data yang belum lengkap dan kurang adanya kontrol baik kontrol intern maupun ekstern. Rekomendasi yang dapat peneliti berikan adalah Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Kota Malang bisa memperbarui peraturan terkait prosedur ijin pemakaian kekayaan daerah agar tidak adanya pihak yang menyalahgunakan wewenangnya serta BPKAD Kota Malang harus secara rutin mengagendakan pendataan terkait kekayaan daerah yang dimiliki Kota Malang serta harus adanya peraturan yang memuat sanksi yang diberikan kepada pegawai BPKAD Kota Malang jika tidak melakukan kewajibannya dengan benar.
English Abstract
Regional autonomy is the authority obtained by the Regional Government in taking care of its own government affairs including Malang City. One form of regional autonomy is the authority in managing regional wealth. One of the forms of regional wealth management is the activity of permit for the utilizing of local wealth. The Government of Malang City must apply Good Governance principles in all its government activities including the activity of permit to utilize the regional's wealth. The purpose of this research is to know the procedure of permission of regional wealth utilization by Badan Pengelola Keuangan dan Aset (BPKAD) of Malang City and to know the implementation of Good Governance principle in the procedure of this permit activity. The result of the analysis showed that the procedure of regional wealth utilization permits that conducted by Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) of Malang City has been in accordance with Standard Operating Procedures that have been made. Related to the implementation of Good Governance principles, researcher found that not all Good Governance principles have been applied. Principles that have been applied are transparency, participatory, responsiveness, consensus, equality, effectiveness and efficiency, and accountability. Principle that has not been applied by BPKAD Malang is rule of law. Factors that impede the implementation of this principle are incomplete data and lack of control of both internal and external controls. The recommendation that researcher can provide is the Badan Pengelola Keuangan dan Aset Daerah (BPKAD) of Malang City can update the regulations related to the permit procedures for the utilize of regional wealth so that no parties who abuse their authority and BPKAD Malang must routinely do data collection that related to the wealth of the region owned by Malang and there must be a regulation that contains sanctions given to BPKAD employee of Malang City if not perform their duty properly.
