Abstract

Pengendalian kualitas pada tahap pelaksanaan di Universitas Brawijaya melibatkan pihak yang berkompeten di bidang konstruksi dengan membentuk tim teknis, fungsinya sebagai perwakilan pemilik dalam mengawasi, dan mengendalikan kinerja kontraktor. Kinerja kontraktor yang baik mampu memberikan kepuasan kepada pemilik proyek. Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor yang mempengaruhi persepsi pemilik proyek dalam lingkup produk dan layanan, untuk mengetahui kinerja kontraktor, dan untuk mengetahui faktor lain yang dapat mempengaruhi kinerja kontraktor. Metode penelitian yang digunakan dalam penelitian ini adalah metode Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). Metode Importance Performance Analysis (IPA) bertujuan untuk mengukur hubungan antara persepsi konsumen dan prioritas peningkatan kualitas produk/jasa, sedangkan Customer Satisfaction Index (CSI) digunakan untuk mengetahui tingkat kepuasan pelanggan secara keseluruhan dengan pendekatan kepentingan dan kepuasan dari variabel kinerja kontraktor yang diukur. Hasil penelitian ini menunjukkan faktor-faktor yang mendasari penilaian pemilik terhadap kriteria produk dan layanan untuk kinerja kontraktor terdiri dari: kriteria produk (tim teknis): material dan kualitas, estetika, keamanan bangunan, dan kelengkapan hasil kerja; kriteria pelayanan (tim teknis): aktualitas, konsistensi, responsif dan keamanan, kebersihan; dan kriteria produk (panitia kerja penerima): kesesuaian, volume, fungsi, keamanan, estetika, dan kebersihan. Secara keseluruhan pemilik telah puas dengan kinerja kontraktor di UB, hal ini dapat dilihat dari perhitungan tim teknis IP (Index Performance) dan komite penerima sebesar 75,22% dan 71,69%. Nilai CSI tertingi dari penilaian tim teknis adalah PT. Brantas Abipraya dengan besaran nilai 82.86% sedangkan dari penilaian panitia penerima PT. Menara Agung Pusaka berada pada urutan pertama dengan nilai CSI sebesar 76.18%. Beberapa atribut yang dianggap penting namun dalam pelaksanaannya belum sesuai dengan harapan meliputi: selesainya pekerjaan sesuai dengan kontrak; pengajuan MC-0 dilakukan sebelum pekerjaan dimulai; kemampuan sumber daya manusia dalam menangani keterlambatan/kelangkaan material, krisis pekerja, perubahan desain, keamanan lingkungan, dll; serta kecepatan & kemauan untuk memperbaiki bangunan yang rusak disekitar lokasi proyek. Langkah-langkah peningkatan kinerja pada variabel yang masuk dalam kuadran IV dengan mengevaluasi dan menemukan sumber permasalahan yang bisa meningkatkan kinerja kontraktor, yaitu dengan memperhatikan faktor eksternal dan internal. Faktor eksternal terdiri dari: produk perencanaan konsultan (detail gambar, pas antara citra dan RAB, perencanaan yang tidak berubah, penyesuaian harga), banyak penambahan, peran konsultan pengawasan, durasi kontrak, dan waktu anggaran. Faktor internal yang mempengaruhi kinerja kontraktor terdiri dari: pengalaman kerja, manajemen perusahaan, sumber daya manusia perusahaan, harga penawaran, dan modal

English Abstract

Quality control in UB's implementation stages involves a competent party in the field of construction by forming a technical team, its function is as owner's representative in supervising, and controlling contractor's performance. Good contractor performance is able to give satisfaction to the owner. The purpose of this study is to determine the factors that affect the perception of owners in the scope of products and services, to determine the performance of contractors, and to determine other factors that could affect the performance of contractors. The research method used in this research consists of methods of Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). The Importance Performance Analysis (IPA) method aims to measure the relationship between consumer perception and priority of product / service quality improvement, while Customer Satisfaction Index (CSI) is used to determine the overall level of customer satisfaction with an approach that takes into account the importance and satisfaction of the performance variables contractor as measured. The results of this study indicate the factors underlying the owner's judgment in product and service criteria for contractor performance consist of: product criteria (technical team): material and quality, aesthetics, building security, and completeness of work result; service criteria (technical team): actuality, consistency, responsive and security, cleanliness; and product criteria (the recipient work committee): conformity, volume, function, safety, aesthetics, and cleanliness. Overall owners have been satisfied with the performance of contractors in UB, this can be seen from the calculation of IP (Index Performance) technical team and the receiving committee of 75.22% and 71.69%. The highest CSI value of the technical team's assessment is PT. Brantas Abipraya with the value of 82.86% while from the assessment of the recipient of PT. The Great Heritage Tower is on the first rank with a CSI value of 76.18%. Some attributes that are considered important but in the implementation not yet in accordance with expectations include: the completion of work in accordance with the contract; the filing of MC-0 is done before the work begins; ability of human resources in handling material delays / scarcity, workers crisis, design change, environmental security, etc .; as well as the speed & willingness to repair the damaged buildings around the project site. Performance improvement measures on the variables that enter the quadrant IV by evaluating and finding the source of problems that can improve the performance of contractors, namely by taking into account external and internal factors. External factors consist of: consultant planning product (image detail, fit between image and RAB, unchanged planning, price conformity), many addendums, supervisory consultant role, contract duration, and budget time. Internal factors affecting contractor performance consist of: work experience, company management, company's human resources, offer price, and capital.
