Abstract

Penyediaan tenaga listrik yang kontinyu dan handal harus segera dilakukan oleh penyedia tenaga listrik guna mencukupi kebutuhan konsumen yang terus meningkat. Hal utama yang paling sering dilakukan yaitu dengan membangun pembangkit-pembangkit baru skala besar yang saling terinterkoneksi guna memenuhi kebutuhan tersebut. Sistem kelistrikan Timor Leste disuplai dari pembangkit-pembangkit listrik tenaga diesel (PLTD) sekala kecil yang tidak saling terinterkoneksi, akibatnya kontinuitas penyaluran tenaga listrik di beberapa distrik terhambat sehingga sering terjadinya pemadaman listrik. Untuk menangulangi hal tersebut, langkah kongkrit yang dilakukan pemerintah Timor Leste yaitu dengan membangun dua unit PLTD terpusat berkapasitas total 250 MW yang berada di distrik Dili kapasitas 120 MW dan distrik Same kapasitas 130 MW. Pembangkit baru ini akan diinjeksikan ke sistem kelisrikan Timor Leste melalui saluran transmisi 150 kV. Adanya injeksi pembangkit baru ini akan menyebabkan perubahan aliran daya dan stabilitas sistem Timor Leste secara keseluruhan. Analsis steady state dilakukan meliputi analisis aliran daya sebelum dan sesudah injeksi PLTD Hera dan Betano (sistem eksisting 20 kV distrik Dili dan sistem baru 150 kV dengan 9 substation) sehingga dapat dilihat adanya perubahan profil tegangan dan pengurangan rugi-rugi daya listrik. Di samping analisis steady state juga dilakukan analisis stabilitas sistem tenaga untuk mengetahui kamampuan sistem apakah bisa kembali beroperasi normal setelah mengalami gangguan hubung singkat tiga fasa sebelum dan sesudah injeksi PLTD Hera dan PLTD Betano. Hasil analisis steady state menunjukan bahwa kondisi tegangan sistem sebelum injeksi PLTD Hera dan PLTD Betano mengalami penurunan mencapai 13% dari tegangan kirimnya, dan rugi-rugi daya aktif sebesar 6,8%. Setelah dilakukan injeksi PLTD Hera dan PLTD Betano penurunan tegangan hanya berkisar 6%, dan rugi-rugi daya aktif dapat diminamalisir menjadi sebesar 5,3%. Hasil analisis stabilitas sistem tenaga menunjukan stabilitas sudut rotor, stabilitas frekuensi dan stabilitas tegangan pada saat terjadi gangguan lebih stabil setelah dilakukan injeksi pembangkit baru dengan waktu pemulihan yang lebih cepat jika dibandingan dengan sebelum injeksi pembangkit baru.

English Abstract

Timor-Leste's electricity system is supplied from small-scale diesel power plants not interconnected. Therefore, the continuity of electric distribution in some districts are hampered resulting in a power outage. To cope with that, the concrete steps taken by the government of Timor Leste is by building two centralized power plant units with a total capacity of 250 MW; 120 MW capacity located in the Dili district and 130 MW capacity located in Same district. The new plant will be injected into the East Timorese electrical system through a 150 kV transmission line. The existence of this new generator injection will cause changes in power flow and stability of the entire East Timor system. The Steady state analyzes being carried out includes the analysis of power flow before and after the injection of Hera and Betano diesel power plants (20 kV of Dili district existing system and 150 kV new system with 9 substations) so that there can be a change in voltage profile and reduction of electric power losses. In addition to the steady-state analysis, a stability analysis of the power system is also conducted in order to determine whether the system can return to normal operation after experiencing a three-phase-short-circuit-interruption before and after the injection of Hera diesel power plant and Betano Diesel power plant. The results of steady-state analysis show that the system voltage condition before the injection of Hera and Betano diesel power plants decreased to 13% from the sending voltage, and the loss of active power was 6.8%. After the injection of Hera and Betano diesel power plant the voltage drop only ranges 6%, and the loss of active power can be minimized to 5.3%. The results of power system stability analysis show that the stability of the rotor angle, the frequency stability and the voltage stability during the interruption are more stable after new generator injection being assembled and compared to the state before the new generator injection the recovery system is faster.
