Abstract
Implementasi kebijakan mempunyai makna pelaksanaan undang-undang dimana berbagai aktor, organisasi, prosedur, dan teknik pekerjaan bersamasama untuk menjalankan kebijakan dalam upaya untuk meraih tujuan-tujuan kebijakan atau program-program. Kebijakan penyediaan pupuk bersubsidi meliputi beberapa aspek yaitu komunikasi, sumber daya, disposisi sikap, dan struktur birokrasi. Implementasi kebijakan penyediaan pupuk bersubsidi ini melibatkan pihak pemerintah, PT. Pupuk Kalimantan Timur, dan Petani sebagai pengguna pupuk bersubsidi. kebijakan Penyadiaan Pupuk Bersubsidi ini telah diatur dalam SK Gubernur no 70 tahun 2015 tentang penyediaan pupuk bersubsidi, penyaluran dan harga Eceran Tertinggi. Penelitian ini bertujuan untuk mengetahui, mendiskripsikan, dan menganalisis bagaimana implementasi kebijakan penyediaan pupuk bersubsidi di wilayah jawa timur. Dalam penelitian ini peneliti menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif serta menggunakan metode analisis miles dan hubermann. Implementasi kebijakan penyediaan pupuk bersubsidi di wilayah jawa timur ini meliputi aspek komunikasi meliputi komunikasi antar pihak terkait seperti antar pemerintah dan PT. Pupuk Kalimantan Timur, Sumber daya meliputi jumlah staff dan wewenang yang dimiliki oleh pelaksana kebijakan, disposisi merupakan sikap yang harus dimiliki oleh setiap pelaksana kebijakan, dan struktur birokrasi merupakan pendelegasian tugas yang diberikan agar kebijakan ini dapat efektif dilaksanakan dan sesuai tujuan. Saran dari peneliti kepada PT. Pupuk Kalimantan Timur terkait Implementasi Kebijakan penyediaan pupuk bersubsidi di wilayah Jawa Timur, perlunya koordinasi yang lebih baik antara Pemerintah dan PT. Pupuk Kalimantan Timur, serta masyarakat untuk menghindari miss komunikasi, berperan aktif lagi terhadap pengembangan kemampuan staffnya dan memberikan sanksi apabila staff ini tidak memiliki keinginan untuk melakukan pengembangan kemampuan dari dirinya.
English Abstract
Implementation of policies has a meaningful implementation of the law in which various actors, organizations, procedures, and techniques work together to execute policies in an effort to achieve policy goals or programs. The policy of providing subsidized fertilizer includes several aspects, namely communication, resources, attitude disposition, and bureaucratic structure. Implementation of the policy of providing subsidized fertilizer involves the government, PT. Pupuk Kalimantan Timur, and Farmers as users of subsidized fertilizer. this policy of Subsidized Fertilizer Admission has been regulated in the Governor Decree no 70 of 2015 on the provision of subsidized fertilizer, distribution and the highest retail price. This study aims to find, describe, and analyze how the implementation of subsidized fertilizer supply policy in eastern Java. In this research the researcher use descriptive research type with qualitative approach and also use analysis method miles and hubermann. Implementation of subsidized fertilizer policy in eastern Java area covers communication aspect including communication between related parties such as between government and PT. East Kalimantan Fertilizer Resources include the number of staff and authority possessed by the policy implementer, the disposition is an attitude that every policy implementer must possess, and the bureaucratic structure is the delegation of the tasks that the policy can be effectively implemented and objectives. Suggestions from researchers to PT. East Kalimantan Fertilizer related to Implementation Policy of providing subsidized fertilizer in East Java, the need for better coordination between the Government and PT. East Kalimantanx fertilizers, as well as the community to avoid miss communication, take an active role in developing their staff capability and sanction if this staff does not have the desire to develop the ability of him.
