Abstract
Penelitian ini dilakukan atas dasar pentingnya implementasi program Kampung UKM Digital dalam meningkatkan kualitas UMKM yang berdaya saing nasional dan Internasional melalui pengembangan Information Communication Technology (ICT) dengan kerjasama lima aktor yang terlibat. Berlandaskan nota kesepakatan yang disetujui Pemerintah dengan PT Telkom Indonesia No. 05/NK/Dep.4/V/2016 tentang Pendampingan KUMKM Kampung UKM Digital. Selama ini keberadaan Kampung UKM Digital masih belum dimaksimalkan dengan baik oleh aktor yang terlibat. Dari hal tersebut penelitian ini memiliki tujuan yakni untuk mengetahui, mendeskripsikan dan menganalisis implementasi program Kampung UKM Digital melalui perspektif Pentahelix Model di RW 10 Kelurahan Sisir, Kota Batu dan mengetahui dampak implementasi program kampung UKM Digital melalui perspektif Pentahelix Model atau keterlibatan 5 aktor. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif, dan analisis data menggunakan metode analisis data dari Miles dan Huberman (Miles, Huberman, dan Saldana, 2014: 14) Hasil penelitian menjelaskan bahwa implementasi Kampung UKM Digital di KSU Brosem belum maksimal, pengadaan Broadband Learning Center (BLC) atau fasilitas pojok kompetensi sudah di sediakan namun belum memaksimalkan peran dari aktor-aktor yang terlibat didalam program ini seperti menurut Jamal dan Getz (Zaini, 2009) telah menyatakan bahwa kemitraan membutuhkan kolaborasi yang berkelanjutan. Selain itu, kurangnya monitoring dan pendampingan pada Program Kampung UKM Digital oleh pihak yang berwenang. Dari hasil tersebut, rekomendasi dari peneliti untuk aktor-aktor yang terlibat dapat memaksimalkan peran serta sehingga meningkatkan kualitas UMKM yang berdaya saing.
English Abstract
This research was conducted by based on the importance of implementation of Kampung UKM Digital Program in improving quality of Micro, Small, and Medium Enterprises (MSMEs) which is rich in national and international competitiveness through development of Information Communication Technology (ICT) with cooperation of five actors. Based on a memorandum of Understanding (MoU) approved by the government and PT Telkom Indonesia number 05/NK/Dep.4/V/2016 on mentoring of Kampung UKM Digital. So far the existence of Kampung UKM Digital still has not been maximized well by the actors involved. From this problems, this research has a purpose that is to know, describe and analyze the implementation of Kampung UKM Digital program through pentahelix model perspective in RW (neighborhood Association) 10 Kelurahan Sisir and know to impects the implementation Kampung UKM Digital program through Pentahelix Model or involved five actors. This study used descriptive method with qualitative approachment, and data analysis using Miles and Huberman’s method. (Miles, Huberman, and Saldana, 2014: 14) This results showed that the implementation of Kampung UKM Digital program di KSU Brosem has not been maximized yet, the procurement of Broadband Learning Center (BLC) or a corner competency facility is already provided but has not maximized the role of the actors involved in this program as according to Jamal and Getz (Zaini, 2009) has stated that partnerships require sustainable collaboration. In addition, the lack of monitoring and mentoring in the Kampung UKM Digital Program by the authorities. Of these results, the researcher’s recommendations for the actors involved can maximize the role so as to improve the quality of competitive MSMEs.
