Abstract
Pemberdayaan berasal dari kata daya yang berarti kekuatan atau kemampuan. Dan berdaya adalah kondisi atau keadaan yang mendukung adanya kekuatan dan kemampuan. Berdasarkan pengertian tersebut pemberdayaan masyarakat dapat diartikan sebagai pemberian kemampuan kepada masyarakat untuk mengurus dirinya sendiri sesuai dengan kemampuan yang dimiliki dengan memanfaatkan kondisi lingkungan sekitarnya. Tujuan akhir untuk memecahkan suatu masalah tertentu. Pemberdayaan Masyarakat Penyandang Masalah Kesejahteran Sosial merupakan salah satu cara ditetapkan oleh Dinas Sosial sebagai untuk mencapai visi dan misi Dinas Sosial Kota Batu yaitu menuju masyarakat Kota Batu yang Produktif dan Sejahtera. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Batu, sedangkan situsnya berada di Dinas Sosial Kota Batu. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumendokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data melalui wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara, dan alat bantu lainnya. Hasil penelitian menunjukkan bahwa proses pemberdayaan penyandang masalah kesejahteraan sosial di kota batu dirumuskan melalui beberapa tahap yaitu: (1) Tahap Perencanaan; (2) Tahap Pengkajian; (3) Tahap Pemilihan Alternatif Program; (4) Tahap Pemfomalisasian rencanaaksi; (5) Tahap Pelaksanaan; (6) Tahap Pengawasan Selain dari proses pemberdayaan, ada beberapa bentuk pemberdayaan yaitu: (1) Pelatihan Kerja; (2) Permodalan; (3) Penyuluhan. Dan ini merupakan langkah-langkah yang diambil oleh Dinas Sosial Kota Batu untuk mengurangi dan mencegah menyebarluasnya PMKS di Kota Batu. Namun, pemberdayaan PMKS di Kota Batu dalam meningkatkan kesejahteraan sudah cukup baik, hal ini dikarenakan Dinas Sosial Kota Batu yang bersedia memenuhi sarana prasarana dalam pemberdayaan walaupun tidak semua permasalahan kategori PMKS dapat diselesaikan karena anggaran yang tidak mencukupi. Selain itu adanya faktor penghambat seperti kurangnya kesadaran dan partisipasi masyarakat PMKS berdampak pada kurang maksimalnya pemberdayaan PMKS oleh Dinas Sosial Kota Batu.
English Abstract
Empowerment comes from the word power which means strength or ability. And powerless is a condition or circumstance that supports the existence of strength and ability. Based on the definition of community empowerment can be interpreted as giving the ability to the community to take care of itself in accordance with the ability possessed by utilizing the condition of the surrounding environment. The ultimate goal to solve a particular problem. Community Empowerment People with Social Welfare Problems is one of the ways determined by the Social Service as to achieve the vision and mission of Batu City Social Office that is toward the people of Batu that productive and prosperous. This research uses descriptive research type with qualitative approach located in Batu Town, while the site is in Batu City Social Service. Primary data sources were obtained from interviews from related informants, while secondary data were obtained from documents relating to the research topic. Data collection techniques through interviews and documentation. While the research instrument is the researcher himself, and some supporting tools such as interview guides, and other aids. The results showed that the process of empowering people with social welfare problems in the city of stone was formulated through several stages: (1) Planning Phase; (2) Assessment Stage; (3) Alternative Electing Stages of the Program; (4) Phase Modalisasian planan; (5) Implementation Phase; (6) Supervision Phase In addition to the empowerment process, there are several forms of empowerment: (1) Job Training; (2) Capital; (3) Counseling. And this is the steps taken by Batu City Social Office to reduce and prevent the spread of People with Social Welfare Problems in Batu City. However, the empowerment of People with Social Welfare Problems in Batu City in improving the welfare is good enough, this is because Batu City Social Office is willing to fulfill the infrastructure facilities in empowerment although not all problems of People with Social Welfare Problems category can be solved because of insufficient budget. Besides the existence of inhibiting factors such as lack of awareness and participation of People with Social Welfare Problems community impact on less maximal empowerment of People with Social Welfare Problems by Social Service Batu City
