Abstract
Penyelenggaraan pelayanan publik harus memiliki standar layanan sebagai jaminan adanya kepastian bagi pemberi layanan maupun penerima layanan. Disnakertrans Provinsi Jawa Timur yang bertugas melayani masyarakat yang akan masuk dunia kerja yang sasarannya adalah angkatan kerja, pencari kerja, dan pengangguran. Sehingga Disnakertrans Provinsi Jawa Timur perlu memberikan pelayanan yang baik agar kegiatan magang kerja berjalan sesuai rencana yaitu untuk meningkatkan keterampilan dan capaian standar kompetensi kerja. Tujuan penelitian ini untuk mendeskripsikan kualitas pelayanan program pemagangan Jawa Timur Program Magang Kerja (Jatim Promag) yang dilaksanakan di Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur. Mendeskripsikan dan menganalisis faktor pendukung dan faktor penghambat pelayanan Jatim Promag. Adapun teknik analisis data yang digunakan adalah metode penelitian deskriptif dengan pendekatanan kualitatif. Analisisnyang digunakan adalah analisis model interaktif Miles, Huberman dan Saldana. Pada model analisis ini peneliti melakukan 4 tahapan yaitu pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan/verifikasi. Kesimpulan dari penelitian ini antara lain: 1) Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur memiliki kewenangan di bidang tenaga kerja dan transmigrai serta tugas pembantuan dalam bidang ketenagakerjaan. 2) Program pemagangan Jatim Promag dibagi menjadi dua yaitu program magang dalam negeri dan program magang luar negri. 3) Dalam pelayanan pelaksanaan program Jatim Promag menggunakan sarana online untuk memudahkan masyarakat mendapatkan informasi dan data-data yang diperlukan mengenai program pemagangan. 4) Program Jatim Promag ini melakukan kerjasama dengan Forum Komunikasi Jejaring Pemagangan (FKJP) dan Bursa Kerja di sekolah kejuruan (SMK), Balai Latihan kerja khusunya untuk program magang dalam negeri yang membantu penyebarluasan informasi magang dan kompetensi kerja. Sedangkan program magang luar negeri bekerjasama dengan IM Japan yang merupakan asosiasi pengusaha kecil dan menengah di Jepang. 5) Indikator Keberhasilan pelayanan Program Pemagangan Jatim Promag dapat dinilai dari lima dimensi yaitu Tangibel, Reliability, Responsiviness, Assurance dan Empathy
English Abstract
Public service management must have a service standard as a guarantee of certainty for both service providers and service recipients. Department of Manpower and Transmigration of East Java Province serve people who will enter the world of work in which their targets are labor force, job seekers, and unemployment. Therefore, the Department of Manpower and Transmigration of East Java Province needs to provide good service in order to perform skill improvement and work competency standard achievement that already planned. This study aims to describe the quality services of East Java Internship Program (Jatim Promag) which has been implemented in the Department of Manpower and Transmigration of East Java Province. This study is conducted to describe and analyze several supporting factors and inhibiting factors in the internship program of East Java (Jatim Promag) service. The technique for analyzing the data used descriptive research method by qualitative approach. The analysis is interactive model analysis by Miles, Huberman, and Saldana. In this analytical model, the researcher performs 4 stages of data collection, data condensation, data presentation and conclusion/verification. In conclusion, this study has obtained some results as follows: 1) The Department of Manpower and Transmigration of East Java Province has authority in the field of manpower and transmigration as well as assistance duties in the field of manpower. 2) Apprenticeship program of East Java (Jatim Promag) is divided into two programs, namely domestic internship program, and overseas internship program. 3) The implementation of service at internship program of East Java (Jatim Promag) use online facility to facilitate people to elicit information and data about apprenticeship program. 4) This internship program of East Java (Jatim Promag) cooperates with the Communication Forum of Apprenticeship Network (FKJP) and Job Exchange in vocational schools (SMK), Training Center especially for domestic internship program that help to disseminate internship information and job competence. While the overseas internship program cooperates with IM Japan which is the association of small and medium entrepreneurs in Japan. 5) Indicator achievement of Service Program in Apprenticeship Program of East Java (Jatim Promag) can be assessed from five dimensions, those are Tangible, Reliability, Responsiveness, Assurance and Empathy.
