Abstract

Moratorium Penerimaan Calon Pegawai Negeri Sipil (CPNS) yang diatur dan disampaikan dalam Surat Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor B/2163/M.PAN-RB/06/2015 tentang “Penundaan Penambahan Pegawai Aparatur Sipil Negara” dimaksudkan agar Pejabat Pembina Kepegawaian (PPK) pusat dan daerah melakukan audit organisasi dan penataan sumber daya aparatur sesuai dengan arah pembangunan, diharapkan juga pemerintah dapat melakukan penghematan dalam penggunaan anggaran. Namun kondisi ini menimbulkan kekosongan jabatan, terutama pada pemerintah daerah. Hal ini menuntut Pemerintah Kota Malang untuk melakukan penyesuaian strategi dalam penyelenggaraan pemerintahannya melalui redistribusi dan optimalisasi pegawai. Penelitian ini membahas bagaimana redistribusi dan optimalisasi pegawai berjalan selama pelaksanaan moratorium penerimaan CPNS dan kaitannya dalam penataan pegawai Aparatur Sipil Negara (ASN) di Pemerintahan Kota Malang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dan yang menjadi fokus penelitian adalah: (1) pelaksanaan moratorium penerimaan CPNS di Pemerintahan Kota Malang; (2) dampak moratorium penerimaan CPNS pada penataan pegawai ASN di Pemerintahan Kota Malang. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi di lapangan. Sedangkan metode analisis data yang digunakan adalah model interaktif oleh Miles, Huberman, dan Saldana yang terbagi dalam empat tahapan yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian ini menunjukan bahwa selama moratorium penerimaan CPNS berlaku, Pemerintah Kota Malang belum mendasarkan redistribusi pegawai dan usulan formasi tahun 2017 pada hasil Analisis Jabatan (Anjab) dan Analisis Beban Kerja (ABK) seperti yang diarahkan oleh Pemerintah Pusat. Beberapa kendala yang dialami selama moratorium penerimaan CPNS adalah kurangnya kesadaran dan pemahaman pegawai Organisasi Pemerintah Daerah (OPD) dalam pengisian Anjab dan ABK dan tidak adanya kader untuk jabatan struktural maupun fungsional yang memenuhi kriteria tertentu. Pelaksanaan moratorium penerimaan CPNS juga memberikan dampak terkait penataan aparatur sipil negara seperti kekosongan jabatan dalam perputaran pegawai dan peningkatan beban kerja yang menyebabkan adanya penambahan jam kerja hingga adanya optimalisasi pegawai dan pengadaan Tenaga Pendukung Operasional Kegiatan (TPOK). Berdasarkan temuan penelitian terdapat beberapa saran terkait pelaksanaan dan dampak kebijakan moratorium penerimaan CPNS dalam upaya penataan aparatur sipil negara yaitu, dilakukannya penghitungan kebutuhan pegawai melaluivii Anjab dan ABK sehingga penerimaan CPNS dapat dilakukan sesuai kondisi riil dan redistribusi pegawai dapat dilaksanakan dengan tepat, pengisian formulir Anjab dan ABK oleh tiap OPD juga harus dilakukan secara rutin dan periodik disertai pendampingan/ bimbingan teknis. Bagian Organisasi Sekretariat Daerah Kota Malang juga dapat memfasilitasi kegiatan ini dengan aplikasi pengisian formulir Anjab dan ABK berbasis Teknologi Informasi (TI). Di samping itu, komunikasi dan koordinasi antar OPD Kota Malang harus dijalin dengan baik agar pemerataan dan optimalisasi pegawai negeri sipil dapat tercapai, adanya produk hukum terkait pengadaan TPOK juga diperlukan.

English Abstract

The moratorium on the recruitment of civil servant candidates as stipulated in the Letter of the Minister of Administrative and Bureaucratic Reform Number of B/2163/M.PAN-RB/ 06/2015 about the Postponement of Civil State Apparatus Employee Addition is intended to make the Civil Service Government of the Central and Regional Offices conduct the organization audit and the human resource management of the apparatus in accordance with the direction of development and the government is expected to make savings in the use of the budget. However, this condition leads to employee vacancies, especially in the regional government. This requires the Government of Malang City to make adjustments in government strategy, one of them through redistribution and optimization of employees. This study discusses how the redistribution and optimization of employees runs during the implementation of the moratorium on the recruitment of civil servant candidates and its relation to the efforts of civil servant apparatus arrangement in Malang City Government. This research is a descriptive research with qualitative approach and the focuses of the research are: (1) the implementation of the moratorium on the recruitment of civil servant candidates in Malang City Government; (2) the impact of the moratorium on the recruitment of civil servant candidates on the arrangement of civil servant apparatus employees in Malang City Government. Data is collected through observation, interview, and field documentation. While the data analysis used in this research is an interactive model by Miles, Huberman, and Saldana with four stages of data collection, data condensation, data presentation, and withdrawal of conclusions or verification. The results of this study shows that as long as the moratorium on the recruitment of civil servant candidates applies, the Government of Malang City has not based employee redistribution and proposed formation in 2017 on the results of Job Analysis and Workload Analysis as directed by the Central Government. Some obstacles experienced during the moratorium on the recruitment of civil servant candidates are the lack of awareness and understanding of the employees of the Regional Government Organization in the filling of job analysis and workload analysis and the absence of cadres of structural or functional positions that meet certain criteria. The implementation moratorium on the recruitment of civil servant candidates also give impact to civil apparatus arrangement such as job vacancies in employee turnover and increasing workload which causes additional working hours, to the optimization of employees and the procurement of Operational Support Workers (TPOK).ix Based on the research findings there are several suggestions related to the implementation and impact of the moratorium policy on recruitment of civil servant candidates in efforts to civil servant apparatus arrangement namely, calculation of employee requirements through job analysis and workload analysis needs to be done so the recruitment of civil servant candidates can be carried out according to real conditions and employee redistribution can be carried out appropriately, filling in job analysis and workload analysis also needs to be done routinely and periodically accompanied by technical assistance/ guidance. Organization Section of Regional Secretariat of Malang City can also facilitate this activity with an Information Technology (IT)-based form filling application. In addition, good communication and coordination between the Regional Government Organization of Malang City must be established so the distribution and optimization of civil servant can be well achieved, the existence of legal products related to TPOK procurement is also needed.
