Abstract
Keberhasilan pembangunan pertanian tidak bisa terlepas dari partisipasi masyarakat tani. Pembangunan yang dilaksanakan pemerintah tentunya bertujuan untuk mencapai masyarakat yang sejahtera sehingga posisi masyarakat merupakan posisi yang penting dalam proses pelaksanaan pembangunan yang dilaksanakan oleh pemerintah. Menurut pendapat salah satu anggota kelompok tani Desa Sidomulyo, kegiatan penyuluhan yang dilakukan pemerintah cenderung tidak direspon dengan antusias oleh petani. Hal tersebut dikarenakan petani kurang mempercayai program penyuluhan yang diberikan oleh Pemerintah setempat serta pemahaman petani yang masih mengikuti tradisi pembudidayaan bunga zaman nenek moyang yang mengakibatkan kurangnya partisipasi petani terhadap berlangsungnya proses kegiatan produksi dan budidaya tanaman hias dalam penyuluhan tersebut. Tujuan dari penelitian ini yaitu : 1) Mendeskripsikan partisipasi petani pada kelompok tani Sekar Mulyo pada kegiatan budidaya tanaman hias di Desa Sidomulyo Kota Batu. 2) Mendeskripsikan efektifitas kelompok tani Sekar Mulyo pada kegiatan budidaya tanaman hias di Desa Sidomulyo Kota Batu. 3) Menganalisis hubungan antara partisipasi petani dengan efektivitas kelompok tani Sekar Mulyo dalam kegiatan budidaya tanaman hias di Desa Sidomulyo Kota Batu. Penelitian ini merupakan Explanatory Research (penelitian penjelasan). Penentuan lokasi dilakukan dengan cara purposive di Desa Sidomulyo, Kota Batu. Penentuan informan sebanyak 30 responden secara sengaja dengan informan Penyuluh Pendamping Lapang dan ketua kelompok tani Sekar Mulyo. Hasil penelitian ini menunjukkan bahwa : 1) Tingkat partisipasi petani dalam kelompok tani Sekar Mulyo pada tahap perencanaan, pelaksanaan, monitoring, dan evaluasi termasuk kedalam tingkat partisipasi tinggi 2) Tingkat efektifitas kelompok tani Sekar mulyo dilihat pada indikator produktivitas kelompok dan kepuasan anggota maka termasuk kedalam kategori tinggi 3) Terdapat hubungan positif yang signifikan antara partisipasi petani dengan efektivitas kelompok tani dalam budidaya tanaman hias pada kelompok tani Sekar Mulyo. Hal ini ditunjukkan dengan nilai koefisien korelasi sebesar 0,579 pada kelompok tani Sekar Mulyo dan nilai r tabelnya 0,3610 dengan tingkat kepercayaan sebesar 0,05. Nilai r hitung lebih besar dari r tabel sehingga ada korelasi yang signifikan antara tingkat partisipasi dengan tingkat efektivitas kelompok tani Sekar Mulyo
English Abstract
The success of agricultural development can not be separated from the participation of farmers. Development undertaken by the government of course aims to achieve a prosperous society so that the position of society is an important position in the process of implementation of development carried out by the government. According to one member of the Sidomulyo Village Farmer Group, extension activities conducted by the government tend not to be responded enthusiastically by farmers. This is because farmers do not trust the extension program provided by the local government and understanding of farmers who still follow the tradition of cultivation of ancestral flowers that resulted in the lack of participation of farmers on the ongoing process of production activities and cultivation of ornamental plants in the counseling. The purpose of this research are: 1) Describe the participation of farmers in Sekar Mulyo farmer group on the cultivation of ornamental plants in Sidomulyo Village Batu City. 2) Describe the effectiveness of Sekar Mulyo Farmer Group on the cultivation of ornamental plants in Sidomulyo Village, Batu City. 3) To analyze the relationship between farmers' participation and the effectiveness of Sekar Mulyo farmer group in the cultivation of ornamental plants in Sidomulyo Village, Batu City. This research is an Explanatory Research (explanatory research). Location determination was done by purposive in Sidomulyo Village, Batu City. Determination of informants as much as 30 respondents deliberately with informant Field Extension Counselor and chairman of Sekar Mulyo farmer group. The results of this study indicate that: 1) The participation rate of farmers in the Sekar Mulyo farmer group in the planning, implementation, monitoring and evaluation phase included in the high participation 2) The effectiveness level of Sekar mulyo farmer group is seen in indicator of group productivity and member satisfaction then included into high category 3) There is a significant positive relationship between the participation of farmers with the effectiveness of farmer groups in the cultivation of ornamental plants in Sekar Mulyo farmer group. This is indicated by the correlation coefficient value of 0.579 in the Sekar Mulyo farmer group and r table value 0.3610 with a confidence level of 0.05. The value of r count is greater than r table so that there is a significant correlation between the level of participation with the level of effectiveness of Sekar Mulyo farmer group.
