Abstract

Penelitian ini didasarkan pada fenomena rendahnya kinerja pegawai etnis Papua, disebabkan karena (1) tingginya budaya konsumtif; (2) rendahnya etos kerja; (3) rendahnya kualitas kepemimpinan dan (4) tingginya tingkat korupsi sehingga diperlukan solusi untuk melakukan perbaikan dan peningkatan kualitas dalam berbagai bidang baik internal maupun eksternal guna mencapai tingkat professional yang semakin baik. Penelitian terdahulu telah menguji berbagai faktor yang mempengaruhi kinerja pegawai diantaranya yaitu faktor leader-member exchange, faktor persepsi dukungan organisasional dan faktor organizational citizenship behavior . Perbedaan temuan penelitian dari studi terdahulu menjadi celah riset untuk penelitian ini dengan menempatkan budaya (budaya etnis Papua) sebagai variabel pembeda dengan penelitian sebelumnya dan merupakan variabel yang menunjukkan orisinalitas dari penelitian ini. Penelitian ini memfokus pada perbaikan internal khususnya pada leader-member exchange , persepsi dukungan organisasional, budaya etnis Papua dan organizational citizenship behavior yang diduga menjadi penyebab rendahnya kinerja pegawai etnis Papua dan tidak profesionalnya manajemen pada instansi pemerintah daerah. Metode penelitian yang digunakan adalah survei dengan jumlah pupulasi 300 pegawai etnis Papua dengan teknik sensus. Data penelitian dikumpulkan dengan instrument kuesioner yang didesain dengan skala Likert dan terlebih dahulu telah diuji validitas dan reliabilitasnya. Metode analisis data yang digunakan yaitu statistik deskriptif dan SEM ( Structural Equation Model ) dan koefisien jalur serta taraf signifikansi. Temuan penelitian ini menunjukkan bahwa persepsi dukungan organisasional secara tidak langsung mampu meningkatkan kinerja pegawai melalui organizational citizenship behavior sebesar 0,152 dan signifikansi dengan angka signifikansi 0,012 < 0,05, budaya etnis Papua secara tidak langsung mampu meningkatkan kinerja pegawai melalui organizational citizenship behavior sebesar 0,368 dan signifikansi dengan angka signifikansi 0,000 < 0,05, organizational citizenship behavior secara langsung mampu meningkatkan kinerja pegawai sebesar 0,661 dan signifikansi dengan angka signifikansi 0,000 < 0,05.

English Abstract

This research is based on the low performance phenomenon of the Papua ethnic workers which is caused by (1) high consumptive behavior; (2) low work ethic; (3) low leadership quality; and (4) high corruption level. Thus, the solution to make better quality of the workers` performance both in the internal and external areas is needed so that the better level of professionalism is achieved. The previous research has tested the factors that affect workers` performance, those are leader – member exchange, perceived organizational support and organizational citizenship behavior factor. The prominent difference between the previous research and this research is the use of culture, in this case is Papua ethnic culture, as the variable which shows this study worthy a research. This study focuses on the improvement of internal factors especially on leader - member exchange, perceived organizational support, Papua ethnic culture, and organizational citizenship behavior which are assumed to be the causes for low workers` performance and unprofessional management in Papua Province local government. The survey conducted for this study involved 300 Papua workers and used census technique. The data of this study was obtained from questionnaires which were designed with Likert scale. The validity and reliability of the questionnaires have been tested. The data was analyzed by using descriptive statistic in which Structural Equation Modeling (SEM) with the path coefficient is applied along with significant level. The findings of the study show that; (1) perceived organizational support indirectly is able to increase the workers` performance by using organizational citizenship behavior at 0,152 with the significant level of 0,012 < 0,05; (2) ethnic Papua culture can indirectly gear the workers` performance by using organizational citizenship behavior at 0,368 with the significant level of 0,000 < 0,05; and (3) organizational citizenship behavior has direct influence to boost the workers` performance at 0,661 with the significant level of 0,000 < 0,05.
