Abstract

Peran LSM lokal dalam mendukung pemerintah meningkatan kesejahteraan masyarakat miskin khususnya masyarakat Maluku yang tinggal di daerah terpencil sangat dibutuhkan. Tetapi dalam perkembangannya banyak LSM lokal di Maluku yang kolaps. Secara ekonomis, LSM lokal yang kolaps turut menurunkan kesempatan kerja serta pendapatan masyarakat. Knowledge sharing menjadi salah satu solusi untuk keberlanjutan LSM lokal. Knowledge sharing dapat meningkatkan kinerja staf dan organisasi. Sehingga dapat membantu keberlanjutan LSM lokal. Namun banyak LSM yang belum menyadari arti pentingnya knowledge sharing. Penelitian ini bertujuan mengkaji persepsi dan sikap staf LSM lokal di Provinsi Maluku dalam memaknai implementasi knowledge sharing yang efektif serta menganalisis faktor-faktor yang mempengaruhi staf LSM lokal melakukan knowledge sharing. Penelitian menggunakan metode penelitian kualitatif dengan pendekatan Fenomenologi Transendental Husserl yang dilakukan pada 14 LSM lokal di Provinsi Maluku dengan 26 informan. Hasil penelitian menunjukan makna implementasi knowledge sharing sangat tergantung pada kesadaran staf LSM lokal terhadap manfaat merasakan knowledge sharing yang membentuk sikap dan persepsi mereka terhadap knowledge sharing, yang dipengaruhi oleh faktor individu (keyakinan, kapasitas dan karakater individu), faktor organisasi (budaya organisasi, kemandirian, kepemimpinan, sistem keuangan lembaga dan praktek-praktek MSDM). Knowledge sharing memberikan manfaat peningkatan kapasitas bagi individu, organisasi dan orang lain atau masyarakat. Peningkatan kapasitas bagi individu membuat individu lebih kreatif dan inovatif, ada manfaat secara ekonomi dan psikologis. Manfaat bagi organisasi seperti nilai jual organisasi semakin tinggi, adanya efisiensi biaya, pekerjaan pimpinan semakin ringan karena sudah bisa dilakukan sendiri oleh staf, pekerjaan semakin lancar dan adanya peningkatan kinerja organisasi. Manfaat knowledge sharing untuk masyarakat adalah meningkatkan pengetahuan masyarakat membentuk pola pikir menjadi lebih maju, mendorong penciptaan lapangan kerja dan meningkatkan pendapatan masyarakat. Penelitian ini menghasilkan dua proposisi yaitu; 1) Pemahaman melalui reduksi transendental individu terkait manfaat knowledge sharing membentuk sikap dan persepsi individu mengimplementasikan knowledge sharing untuk pengembangan LSM lokal; 2) Pemahaman melalui reduksi transendental individu terkait dengan faktor keyakinan individu, kapasitas dan karakter sender/receiver yang diperkuat oleh mekanisme alur informasi, budaya organisasi, kemandirian lembaga, kepemimpinan, sistem keuangan lembaga dan praktek MSDM mempengaruhi keberhasilan implementasi knowledge sharing pada LSM lokal. Penelitian ini juga telah menghasilkan model implementasi knowledge sharing pada organisasi nir-laba.

English Abstract

The role of local NGOs in supporting the government in improving the welfare of the poor people of Maluku who live in remote areas is needed. But in its development, many local NGOs in Maluku collapsed. Economically, the collapse of local NGOs has reduced employment and incomes. Knowledge sharing becomes one of the solutions to the sustainability of local NGOs. Knowledge sharing will enhance the performance from both staff and organization, making it very important in helping NGOs continue for civil society. This study aims at examining the perceptions and attitudes of local NGO staff in Maluku Province in defining the effective implementation of knowledge sharing as well as analyzing the factors that affect local NGO staff making knowledge sharing. This research used qualitative research methods with Husserl s transcendental phenomenology approach which was conducted on 14 local NGOs in Maluku province by 26 informants. The results of the study showed that the meaning of knowledge sharing implementation is highly dependent on the local NGO staff awareness of the benefits of knowledge sharing experience that shape their attitudes and perceptions towards knowledge sharing, which is influenced by individual factors (faith, capacity and individuals` character), organizational factors (organizational culture, independence, leadership, financial system and practices of HRM). Knowledge sharing was beneficial for capacity building of individuals, organizations and other people or society. Increasing the capacity of the individual will make the individual more creative and innovative; the benefits are both economically and psychologically. The benefits to organizations are the organization`s selling point has the higher value, there is cost-efficiency, the leader`s work turns easier since it can be done by the staff, the work runs smoothly and the organizational performance increased. Mean while, the benefits to the community are to increase public knowledge, to make a more advanced mindset, to encourage job creation and to increase incomes. This study resulted in two propositions: 1) The understanding of individual transcendental reduction through the benefit of knowledge sharing creates individual attitudes and perceptions in implementing knowledge sharing for the development of local NGOs; 2) The understanding of individual transcendental reduction which is related to individual beliefs, capacities and character of sender/receiver reinforced by mechanisms flow of information, organizational culture, independence of institutions, leadership, institution financial systems, and HRM practices affect the successful implementation of knowledge sharing in local NGOs. This study had also resulted in the implementation of knowledge sharing models on non-profit organizations.
