Abstract
Penelitian tentang hubungan keagenan telah banyak dilakukan namun sampai saat ini hanya terbatas pada intensitas dan persepsi dalam sektor bisnis. Penelitian ini bertujuan untuk membuktikan secara komprehensip tentang pengaruh informasi asimetris dan biaya transaksi terhadap corporate governance dan kinerja organisasi publik. Penelitian ini dilakukan dengan paradigma positivisme dengan menggunakan paradigma pendekatan kuantitatif yaitu menguji pengaruh antar berbagai bariabel yang dihipotesiskan. Obyek penelitian adalah Perusahaan Daerah Air Minum Kabupaten Malang, sedangkan yang menjadi unit analisis adalah konsumen/pelanggan air minum sebagai principal, Pemerintah Kabupaten Malang selaku pemilik (principal/agent) serta PDAM Kabupaten Malang sebagai pengelola sebagai agent. Kompleksitas hubungan yang terjadi antar variabel dengan didukung konsep teori agen, biaya transaksi dan corporate governance menjadikan Structural Equation Modeling sebagai alat yang tepat untuk membuktikan hipotesis yang diajukan. Hasil penelitian membuktikan, bahwa tidak seluruh hipotesis yang diajukan diterima. Empat dari enam hipotesis yang dikemukakan terbukti diterima yaitu (1) Pengaruh langsung informasi asimetris terhadap biaya transaksi di PDAM Kabupaten Malang, (2) Pengaruh langsung biaya transaksi terhadap corporate governance PDAM Kabupaten Malang (3) Pengaruh langsung biaya transaksi terhadap kinerja organisasi publik melalui corporate governance, serta (4) Pengaruh corporate governance terhadap kinerja organisasi publik PDAM Kabupaten Malang. Sedangkan hipotesis yang menyatakan bahwa pengaruh informasi asimetri terhadap corporate governance PDAM Kabupaten Malang terbukti tidak berpengaruh langsung, demikian juga dengan pengaruh informasi asimetri terhadap kinerja organisasi publik PDAM Kabupaten Malang melalui corporate governance terbukti tidak berpengaruh langsung.
English Abstract
Research on the relationship the agency has a lot to do but to date only limited to the intensity and perception in the business sector. This study aims to demonstrate comprehensively about the effects of asymmetric information and transaction costs on corporate governance and the performance of public organizations. The study employs a positivist paradigm using a quantitative approach, i.e testing the hypothesized influences between various variables. Object of study in Local Water Company in Malang regency, while the unit of analysis is the consumer/customer as the principal drinking water, Malang Regency Government as the owner (principal and agent) and PDAM Malang as manager as agent. The complexity of the relationship between the variables supported the concept of agency theory , transaction costs and make corporate governance Structural Equation Modeling as an appropriate tool to prove the hypothesis. The research proves that not all proposed hypothesis is accepted. Four of the six proposed hypotheses proved acceptable : (1) The direct effect of asymmetric information on the transaction costs in PDAM Malang, (2) direct effect of transaction costs on corporate governance PDAM Malang (3) The direct effect of transaction costs on the performance of public organizations through corporate governance, and (4) the effect of corporate governance on the performance of public organizations PDAM Malang. While the hypothesis that the influence of information asymmetries on corporate governance PDAM Malang proved to have no direct influence, as well as the effect of information asymmetry on the performance of public organizations PDAM Malang through proven corporate governance has no direct effect.
