Abstract
Pembangunan ekonomi mempunyai tujuan antara lain meningkatkan kesempatan kerja dan struktur perekonomian yang seimbang. Tujuan penelitian ini adalah untuk menjelaskan bahwa: 1) Investasi dan pengeluaran pemerintah mempengaruhi perubahan struktur ekonomi, 2) Investasi dan pengeluaran pemerintah mempengaruhi penyerapan tenaga kerja, 3) perubahan struktur ekonomi mempengaruhi penyerapan tenaga kerja. Penelitian ini mengkaji hubungan antar variabel sehingga termasuk dalam explanatory research. Lokasi penelitian ini adalah provinsi Sulawesi Tenggara. Hipótesis dalam penelitian ini diuji dengan menggunakan Análisis Jalur ( Path Analysis ). Hasil penelitian menunjukkan bahwa ada dua (2) hubungan tidak langsung yang signifikan yaitu: 1) Investasi mempengaruhi penyerapan tenaga kerja melalui perubahan struktur ekonomi, 2) Pengeluaran pemerintah mempengaruhi penyerapan tenaga kerja melalui perubahan struktur ekonomi. Ada tiga (3) jalur hubungan langsung yang signifikan yaitu: 1) Investasi mempengaruhi perubahan struktur ekonomi, 2) Pengeluaran pemerintah mempengaruhi perubahan struktur ekonomi, 3) Perubahan struktur ekonomi mempengaruhi penyerapan tenaga kerja. Sedangkan dua (2) jalur yang tidak signifikan yaitu: 1) Investasi terhadap penyerapan tenaga kerja, 2) Pengeluaran pemerintah terhadap penyerapan tenaga kerja. Rekomendasi kebijakan dalam penelitian ini yaitu: 1) diharapkan Intervensi pemerintah dalam pemberian insentif bagi sektor pertanian, industri dan jasa agar tidak terjadi ketimpangan antar sektor dan penyerapan tenaga kerja sebagai akibat dari proses perubahan struktur ekonomi, 2) Investor dalam negeri maupun asing sebaiknya merealisasikan investasi yang lebih tepat guna, merata dan bersifat padat karya sehingga dapat mendorong penyerapan tenaga kerja.
English Abstract
Economic development aims to increase employment and Economic structure in Balanced. The purpose of this research is to determine: 1) investment and government expenditure affect the structural economic change, 2) investment and government expenditure affect the absorption of labor, 3) the structural economic change affect the absorption of labor. This research examines relationships between variables that included in the explanatory research. The location of this research is southeast Sulawesi province. The research findings show two significant indirect relationship, namely: 1) the investment affected labor absorption through the economic structure change, 2) government expenditure affect labor absorption through the structural economic change. There are three direct relationship significantly, namely: 1) Investment effecting the structural economic change, 2) The government expenditure affecting structural economic change, 3) The structural economic change affecting the absorption of labor. While the two paths that not significant, namely: 1) The investment to labor absorption, 2) The government expenditure to labor absorption. The Policy recommendations in this study: 1) Government intervention is expected to provide an incentive to agriculture, manufacture and services sector to dis-courage sectoral disparity and employment caused by structural economic change, 2) Domestic and foreign investors should realize the investment in appropriate sectors, evenly and labor-intensive to boost labor absorption.
