Abstract

Terselesainya pembangunan prasarana transportasi berupa jalan (JLS) sangat diharapkan masyarakat. Jaringan JLS yang melintasi 7 (tujuh) Kecamatan di wilayah selatan kabupaten Jember mengalami berbagai kendala diantaranya pembebasan tanah, baik tanah yasan (masyarakat) maupun milik pemerintah. Pada penelitian ini menggunakan metode analisa diskriptif, metode Integrated Rural Accessibility Planning (IRAP) dan metode SWOT. Pada metode analisa diskriptif yaitu untuk mengetahui gambaran karakteristik transportasi, khususnya wilayah selatan Kabupaten Jember. Sedangkan metode IRAP dapat mengintegrasikan antara kebutuhan akses dan mobilitas masyarakat dengan lokasi fasilitas pelayanan sosial, ekonomi dan infrastuktur transportasi terutama sektor perdagangan. Kemudian Analisis SWOT digunakan untuk mengetahui gambaran umum tentang faktor-faktor strategi internall maupun eksternal. Dari hasil penelitian analisa diskriptif dengan kuisioner dan wawancara menunjukkan bahwa karakteristik transportasi antar kecamatan di wilayah selatan Kabupaten Jember yaitu karakteristik perjalanan, maksud perjalanan 41,43% adalah perjalanan karena pekerjaan; dengan waktu perjalanan 30 menit - 4 jam dan jarak perjalanan antar Kecamatan terpendek 7 km - terjauh 73 km (antar kecamatan). Untuk karakteristik pemilihan pelaku adalah bus (35,71%). Untuk tingkat kenyamanan sarana transportasi, masyarakat memilih angkutan darat berupa bus (41,43%), dengan tingkat kepercayaan (44,29%) dan tingkat keamanan (64,29%), hal ini dikarenakan bus mempunyai jadwal dan biaya relatif tetap. Sedangkan untuk karakteristik pemilihan sarana transportasi perdagangan, dipilih kendaraan jenis pick up (45,71%). Untuk tingkat kenyamanan Pick up (50,00%), tingkat kepercayaan Pick up (42,86%), dan tingkat keamanan pick up (57,14%), hal ini dikarenakan ketersediaan pick up dengan kapasitas angkut banyak, ketersedianya waktu dengan tujuan perjalanan yang dikehendaki konsumen. Pada analisa IRAP didapat Indeks Aksesibilitas (IA) suatu Kecamatan pada sektor transportasi dan perdagangan berbeda, dari hasil penelitian memperlihatkan nilai IA tertinggi pada sektor transportasi terdapat pada Kecamatan kencong (IA=5,925), sedangkan terendah pada Kecamatan Silo (IA=5,312). Kemudian pada sektor perdagangan, nilai IA tertinggi pada Kecamatan Ambulu HasiI (IA=9.366) dan terendah pada Kecamatan Silo (IA=5,416), dimana nilai Indeks aksesbilitas (IA) semakin tinggi menunjukkan semakin buruknya aksesibilitas suatu wilayah, atau sebaliknya jika menunjukan nilai IA rendah maka aksesibilitas wilayah dapat dikatakan baik. Dari hasil perhitungan IA, maka prioritas pembangunan JLS dan jalan pendukung (sirip), adalah I. Silo (JLS= 24,110 Km, jalan sirip di desa Muluorejo = 3 km), II. Tempurejo (JLS = 21,435 km, jalan sirip di desa Curahtakir = 2 km) III. Wuluhan (JLS = 4,500 Km, jalan sirip di desa Lohjejer = 1 km), IV. Gumukmas (JLS = 10,020 km, jalan sirip di desa Getem = 3 km), V. Puger (JLS = 4,655 km, jalan sirip di desa Puger kulon = 1 km), VI. Ambulu (JLS = 4,810 km, jalan sirip di desa Sumberrejo = 1 km) dan VII. Kencong. (JLS = 14,980 km, jalan sirip di desa Paseban = 2 km ). Pada analisa SWOT dilakukan kuisioner dan wawancara, terdapat Faktor IFAS ( Internal Strategic Faktors Analysis Summary ) yaitu strenght (kekuatan) dan Weakness (kelemahan). Sedangan faktor EFAS ( External Strategic Factors Analysis Summary) yaitu Opportunities (peluang) dan treath (ancaman). Dari hasil perhitungan IFAS dan EFAS terdapat penilaian nilai X=1.39 dan Y=0.60 pada JLS dan jalan siripnya (pendukung). Dari penilaian (X=1.39,Y=0.60) tersebut, didapat pada kuadran I ( Rapid Growth Strategy) yaitu strategi pertumbuhan aliran cepat untuk diperlihatkan pengembangan secara maksimal untuk target tertentu dan dalam waktu singkat. Adapun prioritas strategi pengembangan yang direkomendasikan antara lain adalah perencanaan transportasi antar wilayah (kecamatan) secara terpadu, terintegrasi yang disesuaikan dengan karakteristik wilayah (kecamatan), singkronisasi kebijakan sektor transportasi, pengembangan wilayah dan pembangunan perekonomian (SDA dan SDM), serta Optimalisasi peningkatan infrastruktur transportasi disertai kebijakan transportasi yang mempertimbangkan kelestarian Lingkungan dan daya dukung wilayah/kawasan. Permasalahan pada pembebasan tanah/lahan dan pendanaan infrastruktur pembangunan Jalan Lintas Selatan (JLS) diperlukan singkronisasi kebijakan untuk kepentingan umum (masyarakat). Dengan terselesainya JLS, nantinya dapat meningkatkan atau mengembangkan potensi-potensi yang ada di wilayah selatan Kabupaten Jember. Disamping itu, dengan perencanaan transportasi yang baik, akan memberi keamanan, kepercayaan dan kenyamanan pada pengguna JLS dan jalan sirip (pendukung).

English Abstract

It was expectation of people that construction of South Coast line will be finished as it planned. But re were several problems that have impeded construction of South Coast Line. south coast line will cross over 7 (seven) districts in sou rn region of regency of Jember. problems were like land acquisition of real estate and public estate. research used descriptive analysis method, using Integrated Rural Accessibility Planning (IRAP), and SWOT. Descriptive analysis method was used to know description of characteristics of transportation, especially in sou rn of district of Jember. IRAP method was used to integrate people`s need on access and mobility and location of social, economy and transportation infrastructure service facilities especially on trade transportation sectors. SWOT analysis was used to know general description on internal and external potential and problem analysis. Based on research used descriptive analysis with questioner and interview it showed that characteristics of transportation inter-sub districts in sou rn were: 41,43% 0n purpose of trip was to work,, said it was for work; on average time of trip was 30 minutes – 4 hours; on shortest distance inter-region was 7 km and far st was 73 km (inter-sub districts). On characteristic of means of transportation, 35,71% respondents said y have chosen bus. On convenience of means of transportation, 41,43% respondents said land transportation means, that is bus, on rate of reliability of means of transportation, 44,29% said bus, and on safety, 64,29% respondents said bus because bus have a relatively steady schedule and cost. On characteristics of means of transportation used for trade activities, 45,71% chose pickup. On convenience, 50,00% chose pickup. On reliability, 42,86% chose pickup. On safety, 57,14% chose pickup because it has more load capacity and time availability to arrive at expected destination. Analysis of IRAP resulted difference Index of Accessibility (IA) of each sub-district on transportation and trade sectors. Highest IA on transportation sector was at sub districts of Kencong (IA = 5,925). Lowest IS was at sub districts of Tempurejo and Silo (IA = 5,312). Higher IA means worse accessibility of area and vice versa. Based on calculation of IA, priority of construction of JLS and supporting road is: I. Silo (JLS = 24,110 km, supporting road in village of Mulyorejo = 3 km), II. Tempurejo (JLS = 21,435 km, supporting road in village of Curahtakir = 2 km), III. Wuluhan (JLS = 4,500 km, supporting road in village of Lohjejer = 1 km), IV. Gumukmas (JLS = 10,020 km, supporting road in village of Getem = 3 km), V. Puger (JLS = 4,655 km, supporting road in village of Puger Kulon = 1 km), VI. Ambulu (JLS = 4,810 km, supporting road in village of Sumberrejo = 1 km), and VII. Kencong (JLS = 14,980 km, supporting road in village of Paseban = 2 km). Based on SWOT analysis on questioner and interview, re were IFAS (Internal Strategic Factors Analysis Summary): strength and weaknesses, and EFAS (External Strategic Factors Analysis Summary): opportunities and treat. result of calculation of IFAS and EFAS, re were X = 1,39 and Y = 0,73 on JLS and supporting road. Based on score (X=1,39, Y=0,73), it located in quadrant I (Rapid Growth Strategy) that means strategy of fast growth can be developed maximally on specific target and in short time. recommended strategy of construction was integrated transportation planning inter-region (sub-districts) that was adjusted according to characteristics of area (sub district), synchronized transportation policies, development of region and economic development (natural and human resources), and optimized construction of transportation infrastructures along with transportation policy that consider environmental sustainability and region/area supporting capacities. To solve problems of land acquisition and of funding of construction of South Coast Line (Jalan Lintas Selatan, JLS) infrastructure, it needs public policies synchronization. It is expected that accomplishment of construction of JLS will increase or develop potentials of sou rn region of district of Jember. Good transportation planning also can facilitate safety, reliability and convenience of JLS and supporting road.
