Abstract
Dalam penelitian ini, akan dianalisis pengendalian biaya (Cost control framework) pada salah satu proyek konstruksi jalan di Kalimantan Timur dengan menggunakan konsep nilai hasil (Earned Value Concept) dan konsep Work Break Down Structure. Sebagai objek studi adalah Proyek Pelebaran Jalan Sp.3 Lempake (Samarinda) – Sp.3 Sambera yang terletak di kota Samarinda, Kalimantan Timur. Adapun cara pemerolehan data primer melalui obsevasi dan wawancara secara langsung pada proyek sedangkan data sekunder berupa dokumen-dokumen proyek. Analisa Pelaksanaan Sistem Pengendalian Biaya (Cost Control Frame Work) Pada Proyek Kinerja biaya dan waktu dengan menggunakan Earned Value Concept yang ditinjau dari pelaporan minggu ke-25 CV bernilai Positif dan SV bernilai Negatif, hal ini menunjukkan bahwa pekerjaan mengalami keterlambatan pekerjaan dari waktu rencana, namun biaya yang dikeluarkan masih dibawah biaya yang dianggarkan. Efisiensi penggunaan Sumber Dana dengan menggunakan Earned Value pada minggu ke-25 nilai CPI sebesar 1,11 dan SPI sebesar 0,93. Kinerja biaya menunjukkan kinerja yang baik Sedangkan untuk efisiensi kinerja berdasarkan waktu kurang baik karena mengalami keterlambatan dari waktu yang direncanakan. Prediksi biaya dan waktu penyelesaian proyek diperkiraan biaya untuk pekerjaan tersisa dengan asumsi bahwa kecendrungan kinerja proyek akan tetap sampai dengan akhir proyek (ETC) adalah sebesar Rp.3,138,305,144.17 sedangkan perkiraan biaya yang dikeluarkan hinga proyek selesai (EAC) adalah sebesar = Rp. 9,871,988,500.07 yang berarti ada keuntungan atau masih dibawah rencana anggaran (PV) yaitu sebesar Rp. 10,968,876,111.19. Sedangkan perkiraan penyelesaian dari aspek jadual didapat perkiraan waktu penyelesaian pekerjaan (TE) dengan asumsi kecendrungan kinerja proyek tetap adalah 212 hari. Ini berarti proyek akan mengalami keterlambatan kurang lebih 14 hari dari waktu rencana 198 hari.
English Abstract
In this study, will be analyzed Cost control framework on one road construction project in East Kalimantan using Earned Value Concept and Work Break Down Structure. As the object of study is Sp.3 Road Widening Project Lempake (Dublin) - Sp.3 Sambera located in the city of Samarinda, East Kalimantan. way of acquiring primary data through observation and interviews directly to the project, while secondary data from project documents. Performance costs and time by using Earned Value Concept in terms of the reporting week 25 CV and SV value value Positive Negative, indicating that the work has been delayed from the time the work plan, but the cost is still below the budgeted costs. Resource use efficiency using Earned Value Fund at week-25 values of 1.11 and SPI CPI of 0.93. Cost performance, while showing good performance for performance efficiency by less well because of a delay of the planned time. Predicted cost and project completion time estimated the cost for the remaining work on the assumption that the trend of the performance of the project will remain until the end of the project (ETC) amounted to Rp 3, 138,305,144.17 while the estimated cost of up project completion (EAC) is equal to = Rp. 9,871,988,500.07, which means there is no advantage or still under the budget plan (PV) in the amount of Rp. 10,968,876,111.19. While the estimated schedule for the completion of the aspects of the job completion time estimates obtained (TE) assuming the performance trend of the project remains is 212 days. This means that the project will be delayed approximately 14 days of 198 days plan.
