Abstract
Kondisi kualitas angkutan kota di Kupang saat ini belum sesuai dengan standar pelayanan yang diinginkan sehingga diperlukan revitalisasi secara komprehensif. Rute dan trayek perlu ditata ulang dan individual operator perlu diarahkan agar saling berkonsolidasi dan diikuti dengan sosialisasi tentang etika bertransportasi yang telah lama dilupakan serta reformulasi tarif agar formula yang ada dapat mencerminkan kepengusahaan angkutan kota. Penelitian ini bertujuan untuk mengetahui kinerja operasional angkutan kota,kualitas pelayanan angkutan kota dan pengaruhnya terhadap kepuasaan dan loyalitas penumpang dan untuk mengetahui upaya peningkatan kinerja pelayanan angkutan kota serta penentuan tarif angkutan kota berdasarkan Ability to Pay dan Willingness to Pay. Kinerja operasional angkutan kota diperoleh berdasarkan parameter standar Bank Dunia, PP Nomor 41 Tahun 1993 dan DLLAJR. Untuk survey kuisioner dibagikan kepada 130 penumpang secara random sampling. Hasil survey dianalisis dengan metode Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI) untuk memperoleh nilai kepuasan penumpang terhadap kinerja pelayanan dan upaya peningkatan pelayanan serta loyalitas penumpang angkutan kota saat ini. Hubungan antara Importance, Performance dan Loyalitas penumpang dianalisis menggunakan Partial Least Square. Hasil penelitian menunjukkan bahwa secara umum pelayanan angkutan kota cukup memuaskan dengan nilai CSI 57,21%. Kinerja operasional angkutan kota yang perlu diperbaiki berdasarkan standar Bank Dunia, PP Nomor 41 Tahun 1993 dan DLLAJR adalah kecepatan tempuh angkutan kota, load factor, utilisasi, availability, umur kendaraan dan nilai kelayakan. Hasil analisis model dengan Partial Least Square menunjukkan nilai importance penumpang berpengaruh positif terhadap loyalitas penumpang, nilai importance penumpang berpengaruh negatif terhadap nilai performance penumpang dan nilai performance penumpang berpengaruh positif terhadap loyalitas penumpang. Upaya peningkatan kinerja angkutan kota di kota Kupang terhadap kepuasan penumpang angkutan kota yaitu dengan meningkatkan prioritas utama pelayanan angkutan kota berdasarkan persepsi penumpang yaitu perpindahan angkutan kota, panjang trayek angkutan kota, kecepatan rata-rata angkutan kota, faktor lingkungan akibat polusi yang ditimbulkan (asap kendaraan dan kebisingan), keramahan sopir dan kondektur angkutan kota, keamanan dan keselamatan penumpang, tarif yang berlaku, umur kendaraan angkutan kota, ketersediaan halte, jarak antar Halte dan lokasi Halte. Berdasarkan analisis ATP dan WTP diperoleh tarif resmi yang berlaku di kota Kupang saat ini Rp 2.500,00 berada diantara tarif ATP dan WTP penumpang angkutan kota yaitu masih berada dalam kondisi penyesuaian terhadap tingkat pelayanan yang diberikan oleh operator.Tarif BOK angkutan kota sebesar Rp 3.193,39 sehingga dengan keuntungan 10% bagi operator, beban subsidi diperoleh sebesar Rp 693,39 sedangkan dengan keuntungan 5% beban subsidi menjadi Rp 548,24. Rekomendasi yang diajukan adalah untuk mengatasi jumlah armada alokasi berlebihan dari kondisi eksisting, perlu penertiban jumlah armada kembali yang terkait dengan penertiban ijin trayek, rute pelayanan, pengembangan rute baru yang potensial dan kelayakan kendaraan operasi.
English Abstract
The quality of transportation in Kupang city is not currently in accordance with the desired service standards so that it requires a comprehensive revitalization. The designated route needs to be reorganized and individual operators need to be directed in order to consolidate each other and followed by socialization of its ethics that have long been forgotten as well as the reformulation of existing fee so that the formula can reflect urban transportation entrepreneurship. This study is aimed at evaluating the operational performance of urban transportation, the quality of urban transportation service and its impact on passenger satisfaction and loyalty, and to detect the efforts to improve the service performance of urban transportation and urban transportation fee determination based on Ability to Pay and Willingness to Pay. The operational performance of urban transportation was obtained by the standard parameters of the World Bank, Government Regulation No. 41 of 1993 and DLLAJR. A survey questionnaire distributed to 130 passengers by applying random sampling technique. The survey results were analyzed by the method of Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI) to obtain the value of passenger satisfaction on the performance of services and efforts to increase the loyalty of passenger transport services and the city. The relationship between Importance, Performance and Loyalty passengers were analyzed using Partial Least Square. The results showed that in general, the public transportation service was quite satisfactory with the value of CSI at 57,21%. The operational of public transportation that needed to be fixed based on World Bank, Government Regulation No. 41 of 1993 and DLLAJR were travel speed of public transportation, load factor, utilization, availability, life of the vehicle and value of feasibility. The results of the analysis of Partial Least Square model revealed that the importance value of the passenger positively effected on passenger loyalty, the importance value of passengers negatively affected the performance value of passenger, and performance value of passengers positively affected on passenger loyalty. The efforts to improve the performance of public transportation in Kupang city on passenger satisfaction by improving public transportation was the main priority of urban transport services based on the passenger perception which were the transfer of public transportation, urban transportation route length, average speed of urban transportation, environmental factors caused by pollution (smog and noise), the friendliness of the driver and conductor of urban transportation, security and safety of passengers, the applicable rate, the age of city transport vehicles, the availability of stops, distance between stops and stop locations. Based on the analysis of ATP and WTP, it was revealed that official rates prevailing in Kupang was Rp 2,500.00 in the range fee of ATP and WTP city transport passengers which was still in a state of adjustment to the level of service provided by the operator. The fee of BOK urban transportation was Rp. 3,193, 39 so the profit for operator was 10%, the subsidy was Rp. 693.39, while the profit of 5% subsidy was Rp. 548.24. Recommendation to be proposed is excessive number of fleet allocation of the existing condition, there is need to curb the number of fleet-related back control of route permit, route of service, the development of new potential route and the value of the feasibility of operating vehicles.
