Abstract
Pelabuhan Tanjung Perak Surabaya merupakan salah satu pelabuhan utama di Indonesia yang memegang peranan penting dalam proses distribusi barang dan jasa di Jawa Timur dan Kawasan Timur Indonesia. Kinerja operasional pelabuhan yang kurang optimal di Pelabuhan Tanjung Perak Surabaya menyebabkan terhambatnya proses distribusi barang dan jasa serta tingginya biaya logistik di pelabuhan. Untuk itu, perlu dilakukan penelitian untuk mengetahui persepsi pengguna jasa tentang sistem logistik yang ada saat ini, mengembangkan model sistem logistik Pelabuhan Tanjung Perak Surabaya dan memberikan rekomendasi perbaikan/pengembangan kedepannya. Metode yang digunakan dalam penelitian ini adalah Important Performance Analysis (IPA) dan Supply Chain Management (SCM). Hasil penelitian menunjukkan bahwa secara umum aspek layanan sisi laut dan sisi darat di Pelabuhan Tanjung Perak Surabaya pada kondisi memuaskan, sementara untuk aspek layanan penunjang pelabuhan masih kurang memuaskan.Variabel atau item sistem logistik yang harus mendapat perhatian dan prioritas utama perbaikan adalah pemanduan, waktu antrian kapal, armada pengangkut, layanan informasi di pelabuhan, peralatan bongkar muat, tenaga kerja bongkar muat serta layanan dokumen kapal dan barang. Diperoleh persamaan regresi model sistem logistik yaitu : Y 1 = 34,345 + 1,76X 2 + 1,66X 4 + 1,015X 6 + 0,929X 7 + 1,532X 10 (untuk proses storage ) dan Y 2 = 27,909 + 1,38X 2 + 1,654X 4 + 1,149X 6 + 0,923X 7 + 1,165X 10 (untuk proses truck losing ), dimana X 2 = aspek pemanduan, X 4 = aspek layanan dokumen kapal, X 6 = aspek peralatan bongkar muat, X 7 = aspek tenaga kerja bongkar muat dan X 10 = aspek layanan dokumen barang. Beberapa rekomendasi diusulkan untuk perbaikan/pengembangan ke depan seperti: penambahan jumlah armada kapal pandu/tunda, pelaksanaan sistem first come first service , serta sistem reward dan punishment yang lebih tegas, penambahan peralatan baru, rasionalisasi usia tenaga kerja, peningkatan fasilitas emplasmen kereta api di pelabuhan, pelayanan pengurusan dokumen secara online melalui internet serta penyediaan sistem informasi yang mudah diakses dan dipahami.
English Abstract
Tanjung Perak Surabaya is one of the main ports in Indonesia, which hold important role in the distribution of goods and services in East Java and eastern Indonesia. Port service performance that is not optimal at Tanjung Perak Surabaya impede the distribution of goods and services and caused the high cost of logistics at the harbor. That`s why, this research was done to know the customer perception of the service logistics system that exists today, to develop a model logistics system at Port of Tanjung Perak Surabaya and give recommendations for improvement/development in the future. The method that is used in this study are Important Performance Analysis (IPA) and Supply Chain Management (SCM). The result of this research shows that the general aspects of the service side of the sea and the land in the Port of Tanjung Perak Surabaya are in satisfactory condition, while for the aspects of support services is not satisfactory enough. Port logistics system variables that must need attention and top priority improvement are pilotage, waiting time of ships , fleet carriers, service information at the port, equipment, labor and services of goods and ship documents. Regression equation of models logistic system are: Y 1 = 34.345 + 1.76X 2 + 1.66X 4 + 1.015X 6 + 0.929X 7 + 1.532X 10 (for the storage process) and Y 2 = 27.909 + 1.38X 2 + 1.654X 4 + 1.149X 6 + 0.923X 7 + 1.165X 10 (for the truck losing process), where X 2 = aspects of pilotage, X 4 = aspects of ship documents service, X 6 = aspects of equipment, X 7 = aspects of labor, and X 10 = aspects of goods document service. Some of recommendations are proposed for improvement/future development such as: increasing the number of pilot ships, the implementation of a first come first service systems and reward and punishment system more explicit, addition of new equipments, age rationalization of labor, improvement train emplacement facilities in port, document processing services through online by internet and the availability of information systems which are easily accessible and understandable.
