Abstract

Menurunnya kualitas lulusan Politeknik Negeri Semarang pada dasarnya merupakan masalah yang juga dihadapi oleh semua perguruan tinggi. Dari berbagai gejala empiris dapat disimpulkan bahwa menurunnya kualitas lulusan terjadi akibat dari berbagai macam hal. Tujuan yang akan dicapai dalam pelaksanaan penelitian ini adalah untuk mengetahui: (1) kualitas lulusan Politeknik Negeri Semarang sebelum implementasi Total Quality Management, (2) implementasi Total Quality Management yang telah diterapkan di Politeknik Negeri Semarang, (3) kualitas lulusan Politeknik Negeri Semarang setelah implementasi Total Quality Management. Fokus penelitian yaitu: implementasi Total Quality Management Politeknik Negeri Semarang tahun 2002 – 2010 dalam upaya meningkatkan kualitas lulusan. Hasil penelitian: (1) Kualitas lulusan Politeknik Negeri Semarang sebelum implementasi Total Quality Management: (a) tahun 2000 berdasarkan IPK sebagian besar (73,3%) termasuk kategori cukup, kategori tinggi 3,3% dan kategori kurang 23,3%, (b) tahun 2001 termasuk kategori cukup 70,0%, kategori tinggi 10% dan kategori kurang 30,0%, (c) tahun 2002 sebagian besar (70,0%) termasuk kategori cukup, kategori tinggi 10% dan kategori kurang 20,0%. Sebelum implementasi TPM, IPK mengalami penurunan pada tahun 2002. Atas dasar fakta tersebut, dilakukan implementasi TPM; (2) Implementasi Manajemen Mutu Terpadu: (a) Audit Persiapan meliputi: Orientasi kepada mahasiswa baru, struktur organisasi manajemen mutu terpadu, Komitmen manajemen, Komunikasi dalam manajemen mutu terpadu, Penguasaan proses manajemen mutu terpadu, (b) Kegiatan Pra Implementasi: (a) Pelatihan manajemen mutu terpadu, (b) Pembentukan kelompok kerja, (c) Memilih representative mutu, (d) Pembentukan kelompok gugus kendali mutu, (e) Penyusunan jadwal implementasi, (f) Penyusunan Acuan Manajemen Mutu Terpadu terdiri atas: acuan mutu ( quality manual ), standar prosedur operasional ( standard operating procedure ), petunjuk kerja ( work instruction ), (g) Implementasi Sistem Mutu, (h) Audit Mutu dan Tindakan Perbaikan; (3) Kualitas lulusan Politeknik Negeri Semarang setelah implementasi Total Quality Management: (a) tahun 2003: 60,0% termasuk kategori cukup, kategori tinggi 13,3% dan kategori kurang 26,7%, (b) tahun 2004 56,7% termasuk kategori cukup, kategori tinggi 26,7% dan kategori kurang 16,7%, (c) tahun 200556,7% termasuk kategori cukup, kategori tinggi 36,7% dan kategori kurang 6,7%, (d) tahun 2006 kategori tinggi 46,7%, kategori cukup 33,3% dan kategori kurang 20%, (d) tahun 2007 kategori cukup 56,7%, kategori tinggi 23,3% dan kategori kurang 20%, (e) tahun 2008 termasuk kategori cukup 60,0%, kategori tinggi 30,0% dan kategori kurang 10%, (f) tahun 2009 kategori cukup 56,7%, kategori tinggi 36,7% dan kategori kurang 6,7%, (f) tahun 2010 kategori tinggi 50,0%, kategori cukup 40,0% dan kategori kurang 10%.

English Abstract

Declining quality of Semarang State Polytechnic graduate is basically a problem also faced by all colleges. Of various empirical phenomenon can be concluded that the decline occurred due to the quality of graduates from a variety of things. Objectives to be achieved in the implementation of this study was to determine: (1) the quality of Semarang State Polytechnic graduates before the implementation of Total Quality Management, (2) the implementation of Total Quality Management has been applied in Semarang State Polytechnic, (3) the quality of Semarang State Polytechnic graduates after implementation of Total Quality Management. The focus of the research are: the implementation of Total Quality Management in Semarang State Polytechnic 2002 - 2010 in an effort to improve the quality of graduates. Results of the study: (1) Quality of Semarang State Polytechnic graduates before the implementation of Total Quality Management: (a) the year 2000 based on GPA majority (73.3%) categorized as adequate, 3.3% higher category and the category of less 23.3%, (b) in 2001 just 70.0% category, the category of high-10% and 30.0% less category, (c) 2002, the majority (70.0%) include enough categories, high category and 10% less 20 categories, 0%. Before the implementation of TPM, CPI has decreased in 2002. On the basis of these facts, do TPM implementation, (2) Implementation of Integrated Quality Management: (a) Audit Preparation includes: Orientation for new students, integrated quality management organizational structure, management commitment, communication in an integrated quality management, quality management process mastery, (b) Pre-Implementation Activities: (a) Training on integrated quality management, (b) Establishment of working groups, (c) Selecting representative quality, (d) The establishment of the quality control group, (e) Preparation of implementation schedule, (f) Preparation of Reference Integrated Quality Management consists of: a reference quality (quality manual), standard operating procedures (standard operating procedure), manual work (work instruction), (g) Implementation of Quality Systems, (h) Quality Audit and Corrective Action, (3) The quality of graduates Semarang State Polytechnic after the implementation of Total Quality Management: (a) in 2003: 60.0% categorized as adequate, the high category and the category of 13.3% less 26.7%, (b) 56.7% in 2004, including categories of sufficient, 26.7% higher category and the category of less 16.7%, (c) of 200,556.7% include enough categories, high category of 36.7% and 6.7% less category, (d) the high category in 2006 46.7 %, sufficient 33.3% category and the category of less 20%, (d) In 2007 the category just 56.7%, 23.3% higher category and the category of less 20%, (e) 2008 includes a category just 60.0%, 30.0% higher category and category of less than 10%, (f) In 2009 the category just 56.7%, 36.7% higher category and the category of less 6.7%, (f) the high category in 2010 50.0% , just 40.0% category and the category of less 10%.
