Abstract

Tujuan penelitian sebagai berikut: untuk menggambarkan pengembangan Universitas Brawijaya dan prestasinya sebagai Universitas Kelas Dunia, untuk mempelajari peran dan fungsi kerjasama akademik internasional Universitas Brawijaya, Indonesia, untuk menganalisis faktor pendukung dan menghambat yang berdampak pada Kerjasama Akademik Internasional Universitas Brawijaya, Indonesia. Diskusi teoritis sebagai berikut: Universitas Kelas Dunia, Kerjasama Akademik Internasional, Kemitraan, Teori Sistem, dan Teori Pemangku Kepentingan. Jenis penelitian ini adalah deskriptif dengan menggunakan pendekatan kualitatif dengan wawancara mendalam dan observasi. Situs penelitian dilakukan di Universitas Brawijaya, Kota Malang, Indonesia. Analisis data mencakup tiga langkah kegiatan, yaitu pengurangan data, interpretasi data dan kesimpulan atau verifikasi. Hasil dan diskusi sebagai berikut: Menurut catatan peringkat dunia antara 2008 dan 2013, Universitas Brawijaya telah mencapai peringkat 2472 di Universitas Kelas Dunia pada 2008 dan peringkat naik hingga 2152 tahun 2009. University of Brawijaya mencapai 2026 Pada tahun 2010, kemudian tahun berikutnya Universitas Brawijaya menurun hingga 2085 pada tahun 2011. Pada 2013, Universitas Brawijaya mencapai peringkat 1254. Salah satu peran utama kerja sama akademik internasional UB adalah menjadi universitas kelas dunia yang luar biasa dan untuk aktif. Bagian dalam pembangunan nasional melalui pendidikan, penelitian dan layanan masyarakat. Fungsi utamanya adalah untuk meningkatkan anggota siswa asing yang belajar di UB. Para pemangku kepentingan memainkan banyak peran tergantung pada tugasnya. Rektor menjelaskan bahwa kerja sama internasional Universitas Brawijaya telah ditangani oleh Kantor Internasional UB. Kantor gelar ganda dan fakultas mempromosikan kerja sama internasional. Direktur Kantor Internasional, Direktur Program Gelar Ganda, dan beberapa Wakil Dekan menjelaskan bahwa anggaran kerja sama internasional termasuk beasiswa pemerintah, anggaran universitas, dan dukungan asing. Mereka menjelaskan bahwa beberapa hambatan keuangan, termasuk batasan universitas anggaran dan penundaan uang beasiswa pemerintah. Mereka menjelaskan bahwa hambatan sumber daya manusia adalah keterampilan bahasa Inggris. Petugas di fakultas menjelaskan bahwa miskomunikasi sering terjadi, terutama antara universitas dan fakultas, di antara petugas itu sendiri. Beberapa fakultas tidak berkoordinasi dengan Kantor Internasional Universitas. Rintangan eksternal adalah ketidakjelasan kerja sama akademik internasional, ketidakjelasan beasiswa, ketidakjelasan kontri di mana mitra universitas. University of Brawijaya harus menaikkan peringkat di Universitas Kelas Dunia. University of Brawijaya harus menyelesaikan masalah keuangan termasuk batasan keuangan, penundaan uang dari administrator beasiswa. Dan masalah eksternal termasuk ketidakjelasan kerja sama akademik internasional, ketidakjelasan beasiswa, ketidakjelasan kontribusi di mana mitra universitas.

English Abstract

The aims of research as follows: to describe the development of University of Brawijaya and its achievement as world class university, to study the role and function of international academic cooperation of University of Brawijaya, Indonesia, to analyze supporting and inhibiting factors that have impact on international academic cooperation of University of Brawijaya, Indonesia. Theoritical discussion as follows: world class university, international academic cooperation, partnership, system theory, and stakeholders theory. The type of this research is descriptive by employing qualitative approach with indepth interviews and observation. The research site was conducted at University of Brawijaya, Malang city, Indonesia. Data analysis included three steps of activities, namely data reduction, data interpretation and conclusion or verification. The result and discussion as follows: according to the record of world ranking between 2008 and 2013, University of Brawijaya had achieved the rank of 2472 in world class university in 2008 and the ranking was rose up to 2152 in 2009. University of Brawijaya achieved 2026 in 2010, then following year University of Brawijaya declined to 2085 in 2011. In 2013, University of Brawijaya achieved the ranking of 1254. One of the major role of international academic cooperation of UB is to become an outstanding world class university and to take active part in national development through education, research and community service. The main function is to increase the member of foreign student studying at UB. The stakeholders play many roles depending on their duties.The rector explained that international cooperation of University of Brawijaya had been handled by UB International Office. Double degree office and faculties promoted international cooperation. The Director of International Office, Director of Double Degree Program, and some vice deans explained that the budget of international cooperation included government scholarship, university budget, and foreign support. They explained that some financial obstacle, included limitation of budget university and money delay of government scholarship. They explained that human resources obstacle was english language skill. Officers in faculties explained that miscommunication often happened, especially between university and faculties, among officers themselves. Some faculties did not coordinate with international office of the university. The external obstacle was obscurity of international academic cooperation, obscurity of scholarships, obscurity of contries where partners university. University of Brawijaya should raise ranking in world class university. University of Brawijaya should solve financial problems include limitation of financial, money delay from scholarships administrator; and external problems include obscurity of international academic cooperation, obscurity of scholarships, obscurity of contries where partners university.
