Abstract
In general, there are two types of solution on sanitation related matter, the first is through hardware approach (Black and Fawcett, 2007; Mehta and Movik, 2011). The second through software approach (Black and Fawcett, 2007; Bongartz et al., 2011; Wells and Sijbesma, 2012). One of the solutions for provision sanitation services and facilities is community-based sanitation program through hardware approach, where community became the subject on the establishment of sanitation facilities. Community based sanitation program emerged as an interesting discussion because this activity involve high amount of development cost and projected to have high impact to the community itself by sustainability in the utilization of the facility. The aim of this research is to understand the requirement of community-based environment sanitation program and to find a solution for sustainability of community-based environment sanitation program. In this research used both primary and secondary data. The primary data is gathered through field survey conducted in 7-18 May 2016 in 6 area of Selayar island, South Sulawesi Province, Indonesia. The data collected through an interview to the respondent by using questionnaire. Total respondent including in the field survey is 150, and respondent included in the data analysis is 149 due to incomplete data in 1 respondent. There are several limitation within this study related with the sample that only small community in the rural area. On this research discussion mainly focus is on socio-economic condition and environmental condition of the community on sanitation project. Total income cannot describe willingness clearly, but remain money can explain willingness better. Increasing remain money will increase the willingness, because basic requirement of personal level in household is shelter, food, water and energy we can generalize that higher welfare level (remain income), higher willingness to utilize the community sanitation with influence level until 50% of willingness and remain income above IDR 500,000. Sustainability of community based sanitation program closely related with the requirement of long of stay in the project area in order to get higher willingness of usage of sanitation facility. It was found also that willingness to have sanitation facilities cannot show significant relationship with the long period of stay in the community. This is also related with the welfare rate of the community that has not shown significant relationship with the long period of stay in the community.
