Abstract
Layanan pasokan air adalah salah satu layanan utilitas publik pemerintah yang sesuai dengan tujuan Rencana Pembangunan Ekonomi dan Sosial Nasional Thailand untuk meningkatkan kualitas hidup populasi. Untuk mempelajari tentang layanan pasokan air dari wewenang perairan provinsi dalam kasus Provinsi Lampang, peneliti menetapkan tujuan tentang bagaimana Lampang WaterWorking Otoritas (PWA) melayani sistem pasokan air di Provinsi Lampang, Thailand bekerja, bagaimana Otoritas Waterworks Provinsi Lampang (PWA ), Thailand beroperasi, dan bagaimana layanan kualitas air dari Otoritas WaterWorks (PWA) Lampang di Thailand. Peneliti menggunakan kualitatif untuk menemukan masalah dan data lengkap. Dan menganalisis dengan pengelolaan linditas organisasi publik, standar eksplisit dan ukuran kinerja, bergeser ke disagregasi unit di sektor publik dan stres pada gaya privatesektor pada praktik manajemen NPM, dalam hal tata pemerintahan yang baik pada keputusan kerajaan dan Cara Administrasi Publik yang Baik Thailand 2003, Partisipasi, Transparan, Aturan Hukum dan Nilai untuk Uang. Teori hubungan antar pemerintah terdiri dari bentuk kerjasama di antara Lampang PWA dan organisasi lain. Mengenai perusahaan negara, penulis belajar tentang pembentukan bentuk dan peran. Istilah terakhir adalah standar kualitas pasokan air. Menemukan penelitian, Lampang PWA dapat mencapai tujuan, tingkat ekspansi peningkatan pasokan air baru setiap tahun, kualitas pasokan air pass yang standar. Peneliti menyajikan beberapa saran tentang sistem, operasi dan kualitas air untuk meningkatkan Lampang PWA yang bekerja di akhir penelitian ini.
English Abstract
Water supply service is one of public utility services of government that conforms to a purpose of the National Economic and Social Development Plan of Thailand to raise population life quality. In order to study about water supply service of Provincial Waterworks Authority in the case of Lampang province, the researcher set objective on how Lampang Provincial Waterworks Authority (PWA) serve water supply system in Lampang Province, Thailand works, how Lampang Provincial Waterworks Authority (PWA), Thailand operates, and how water quality service of Lampang Provincial Waterworks Authority (PWA) in Thailand functions. The researcher uses qualitative for finding problem and complete data. And analyze with hands-onprofessional management of public organizations, explicit standards and measure of performance, shift to disaggregation of units in public sector and stress on privatesector styles on management practice of NPM, in terms of good governance hold on the Royal Decree on principle and the way for good public administration Thailand 2003, participation, transparent, rule of law and value for money. Intergovernmental relations theory consists of cooperation forms among Lampang PWA and other organizations. Regarding the state enterprise, the writer studied about establishment of form and role. The last term is water supply quality standard. Finding research, Lampang PWA can reach a goal, expansion rate of new water supply increase every year, water supply quality pass WHO standard. The researcher presents some suggestion about system, operation and water quality to improve Lampang PWA working in the end of this research.
