Abstract

Kawasan padat penduduk Kelurahan Uritetu, Kota Ambon pada setiap terjadi hujan dengan intensitas yang cukup tinggi selalu terjadi banjir/genangan air. Hal tersebut terjadi hampir di semua jalan/gang terutama di ruas Jalan Rijali (Ka) sehingga menggangu aktifitas msyarakat setempat serta akan merusak infrastruktur jalan raya. Genangan disebabkan hampir semua permukaan tanah tertutup dengan lapisan kedap air, beton dan aspal, kesadaran masyarakat yang minim serta sebagian jalan/gang tidak memiliki saluran drainase. Studi dilakukan di Wilayah DPS Drainase Wai Tomu terutama di Kelurahan Uritetu. Tujuan studi ini adalah untuk mengevaluasi dan merencanakan dimensi saluran drainase pada DPS Drainase Wai Tomu serta merekomendasikan usaha penanggulangan genangan berbasis konservasi air. Studi terdiri atas beberapa kajian, yaitu ; 1) Pendugaan debit limpasan, debit air kotor, dan kapasitas saluran drainase kondisi eksisting, 2) Penentuan besarnya debit rencana, 3) Evaluasi dan perencanaan saluran drainase yang tidak mampu menampung debit rencana, 4) Merekomendasikan usaha penanggulangan genangan berbasis konservasi air. Hasil studi menunjukkan besarnya debit rencana sistem maksimal pada DPS Drainase Wai Tomu untuk kala ulang lima tahun sebesar 0,899 m 3 /dt. Besarnya debit limpasan permukaan maksimal untuk Q 1,01th sebesar 0,135 m 3 /dt, Q 2th sebesar 0,487 m 3 /dt, Q 5th sebesar 0,694 m 3 /dt, Q 10th sebesar 0,817 m 3 /dt, Q 25th sebesar 0,957 m 3 /dt. Besarnya debit air kotor yang terjadi sebesar 0,106 m 3 /dt. Terdapat 4 saluran yang tidak mampu menampung debit rencana pada DPS Drainase Wai Tomu. Beberapa penyebab terjadinya saluran yang tidak mampu menampung debit rencana yaitu kurang terawat dan terdapatnya sampah pada saluran drainase. Upaya penanganan pada beberapa saluran yang tidak mampu menampung debit rencana yaitu dengan mendesain ulang dimensi saluran dan merencanakan kolam penampung. Selain penanganan tersebut dilakukan pula rekomendas penanganan secara menyeluruh mengenai kebijakan-kebijakan pemerintah daerah yang melibatkan masyarakat setempat dan mengarah kepada pemberdayaan masyarakat dalam memelihara saluran drainase, pembangunan sumur resapan pada setiap rumah, serta izin dalam pendirian bangunan.

English Abstract

The dense population at Uritetu Village, Ambon City, is always experiencing high intensity of rainfall such that flood or water inundation is a reasonable consequence. Inundation is almost found in all streets/lanes mainly in Rijali Node (Ka). It disturbs public activity and destroys the road infrastructure. Some reasons behind this inundation are that all land surfaces have been coated by water-proof layer such as concrete and asphalt, the community is lacking of awareness abut the importance of drainage, and some roads/lanes are not having a drainage channel. A study is conducted at the region DPS Drainage Wai Tomu, precisely at Uritetu Village. The objective of study is to evaluate to design the dimension of drainage channel at DPS Drainage Wai Tomu, and to recommend the water conservation-based inundation management. Some reviews are given in this study: (1) this estimation of overflow debit, dirty water debit, and existing drainage channel capacity, (2) the determination of planned debit, (3) the evaluation and planning of drainage channel which is incapable to contain planned debit, and (4) the recommendation of the water conservation-based inundation management. Result of study indicates that the planned debit of maximum system at DPS Drainage Wai Tomu for five-year period as 0.899 m 3 /dt. The surface overflow debit of maximum surface at Q 1.0th is 0.135 m 3 /dt, while at Q 2th is 0.487 m 3 /dt, Q 5th is 0.694 m 3 /dt, at Q 10th is 0.817 m 3 /dt, and at Q 25th is 0.957 m 3 /dt. The dirt water debit is occurring at 0.106 m 3 /dt. There are four channels which are not capable to accommodate the planned debit as DPS Drainage Wai Tomu. Some reasons are causing this problem such as the maintenance of the drainage and the presence of trash clogging the drainage channel. The management of some channels with incapability to accommodate the planned debit is conducted by redesigning the dimension of channel and by designing the containment pool. Besides the management, the recommendations are also given. The policymaking by the local government should involve the immediate community and improve the community empowerment. Further maintenance is needed for the drainage channel. The development of absorbing well of each house and the provision of building permit are also supporting the maintenance activity.
