Abstract
Indonesia adalah salah satu negara yang dilewati The Pacific Ring of Fire (Jalur Gunungapi Pasifik), yang merupakan rangkaian gunungapi aktif didunia. Indonesia memiliki 129 gunungapi dan 80 diantaranya sangat aktif. Gunung Gamalama merupakan salah satu gunungapi yang sangat giat di Indonesia, terletak di Pulau Ternate Propinsi Maluku Utara. Berdasarkan kejadian tahun 2011 dan 2012, telah terjadi bencana lahar dingin di Kecamatan Ternate Tengah dan Ternate Utara yang menimbulkan korban jiwa dan juga kerusakan pada sarana dan prasarana di kecamatan tersebut. Tujuan penelitian yaitu mengurangi resiko bencana lahar dingin dan meningkatkan ketahanan masyarakat dalam memberikan rasa aman dan mengurangi jumlah korban jiwa bencana akibat bencana lahar dingin. Metode analisis yang digunakan yaitu analisis resiko bencana (pembobotan, pengskoran dan overlay yang menggabungkan antara peta ancaman, peta kerentanan dan peta kemampuan). Analisis pemanfaatan lahan (penetuan tipologi bencana dan pola ruang). Hasil penelitian resiko bencana menunjukan tingkat resiko didominasi oleh Kecamatan Ternate Tengah yaitu Kelurahan Kota Baru, Kampung Pisang, Kalumpang, Moya dan Marikurubu. Sedangkan Kecamatan Ternate Utara dengan resiko sedang yaitu Kelurahan Tafure, Dufa-dufa, Akehuda, Tubo, dan Tarau. Ancaman dan kemampuan masyarakat dalam menghadapi bencana meruapakan faktor utama terjadinya resiko sedang dan tinggi. Hasil penelitian pemanfaatan lahan kawasan bencana lahar dingin menunjukan penentuan pola ruang dilakukan berdasarkan hasil analisis resiko yang dilanjutkan dengan penentuan kawasan lindung dan budidaya. Untuk kawasan lindung seperti mempertahankan hutan lindung, bahaya lahar dingin dan sempadan bahaya. Sedangkan kawasan budidaya yaitu permukiman kepadatan rendah, sedang, dan tinggi, perkebunan dan pertanian yang sesuai dengan hasil alam, perdagangan, perkantoran, pertambangan, dan bandara.
English Abstract
Indonesia is one of the countries that skipped the Pacific Ring of Fire, which is a series of active volcanoes in the world. Indonesia has 129 volcanoes and 80 of them are very active. Gamalama is one of the very active volcano in Indonesia, located on the island of Ternate, North Maluku. Based on the events of 2011 and 2012, there has been a cold lava disaster in the Middle Subdistrict of Ternate and the Subdistrict of North Ternate cause casualties and damage to infrastructure in these subdistricts. The research objective is to reduce the risk of cold lava disaster and improve the resilience of the community in providing a sense of security and reduce the number of fatalities result cold lava disaster disaster. The analytical method used is the analysis of disaster risks (weights, scores and overlay that combines a map of threat, vulnerability maps and map capabilities). Analysis of land use (typology of disaster and spatial patterns). Disaster risk research results indicate the level of risk is dominated by the Middle Subdistrict of Ternate is Kota Baru village, Kampung Pisang, Kalumpang, Moya and Marikurubu. While the Subdistrict of North Ternate with the risk being that the Tafure Village, Dufa-dufa, Akehuda, Tubo, and Tarau. Threats and the ability of communities to cope with disasters is a major factor in the moderate and high risk. Results of the study of land use cold lava disaster area shows the determination of spatial patterns is based on the results of risk analysis, followed by determination of the protected area and cultivation. For protected areas such as maintaining protected areas, the danger of cold lava and limit area danger. While the cultivated area is low density residential, medium, and high, plantation and agriculture in accordance with natural products, trade, offices, mining, and airports.
