Abstract

Pengaruh implementasi rencana pelatihan sumber daya manusia dan partisipasi penyusunan anggaran terhadap kualitas pelayanan publik pasca BLUD pada Rumah Sakit Umum Daerah Wangaya. Penataan manajemen dan pelayanan pada rumah sakit tersebut harus terus berkembang demi tercapainya pelayanan rumah sakit yang baik, disesuaikan dengan kepuasan karyawan dengan memberikan tunjangan, insentive, dan remunerasi. Partisipasi penyusunan anggaran pegawai telah memahami pembuatan anggaran yaitu apa saja yang harus dianggarkan dan mutlak tidak bisa di rubah dari awal sampai akhir. Maka penelitian ini menggunakan metode kuantitaif yaitu : regresi linier berganda, menggunakan program aplikasi komputer SPSS versi 15.0. menggunakan sample sebanyak 80 orang, yang ditarik secara acak sederhana (Simple Random Sampling) ditambah dengan deskriptif kualitatif untuk menunjukkan penelitian ini lebih akurat. Yang akan diteliti : (1) Bagaimanakah implementasi rencana pelatihan SDM dan kualitas pelayanan publik terhadap kepuasan pasien. (2) Sejauh manakah pengaruh implementasi rencana pelatihan SDM terhadap kualitas pelayanan publik. (3) Sejauh manakah pengaruh partisipasi penyusunan anggaran terhadap kualitas pelayanan publik. (4) Sejauh manakah simultan implementasi rencana pelatihan sumber daya manusia dan partisipasi anggaran berbasis kinerja terhadap kualitas pelayanan publik. Hasil penelitian ini Proses Implementasi pelatihan Sumber Daya Manusia terhadap Kualitas Pelayanan Publik yang mempengaruhi Pasien ( Customer ) sudah baik dalam artian selalu ingin berubah untuk memenuhi standar ISO baik dari fasilitas fisik, pelayanan serta anggaran yang mencukupi dalam pelaksanaan pembangunan RSUD Wangaya. Jika diukur dalam kuantitatif variabel (x1) mendapatkan hasil dari uji t sebesar 10,648 dan variabel (x2) mendapatkan hasil uji t sebesar 9,833. maka hasil simultan antara variabel (x1) dan variabel (x2) terhadap (y) berpengaruh positif dan signifikan.

English Abstract

The influence of implementing the human resource training plan, and participate budget arranggement towards the quality of public service since BLUD in Wangaya local hospital. The arrangement of management and service in the hospital must be developed to have better service which depends on the employee that works good by giving bonus, incentive, and remuneration. In order to make the employee understand how to arrange the budget, everything which must be arranged and it is unconditional and could not be changed from the beginning till the end. This study using quantitative method as follows: double linear regression, using the computer application program SPSS 15.0 version. The sample was using 80 people and it conduct by simple random sampling. In addition, a quantitative description was completed to show that this study was accurate. The subject that would be studied: (1) how was the implementation of Human resource training towards the satisfaction of the patient? (2) How far the planning of implementing the human resource training could impact the quality of public service? (3) How far the influence of participation in arranging the budget towards the quality of public service? (4) How far the simultaneous of implementing human resources training plan and budget participation based on the worked towards the quality of public service? The result of this study with title The Process of Human resource training Implementation towards the public service that influenced the patient (customer) was already good which mean always want to change to reach the ISO standard not only from the physical facility, service but also increasing the budget to develop RSUD Wangaya. If we measure in quantitative variable (x1) the result from test t was 10.64 and variable (x2) the result from test t was 9.833. The result of simultaneous between variable (x1) and variable (x2) towards (y) gave positive influence and significant.
