Poverty is a multidimensional problem which requires holistic approach that must be resolved by the government. Recently Indonesia has tried to reduce the poverty rate through Conditional Cash Transfer Program, namely Program Keluarga Harapan (PKH) . Up to now, cash transfer programs, both conditionally and unconditionally, are important safety net programs that have so far been implemented in developing countries, including Indonesia. The aim is to enable poor people to invest in human capital of their children in an effort to break the transmission of poverty from one generation to the next. Therefore, the research of PKH , especially in the implementation process, will be a major contribution that be able to make the policy succeed in alleviating the poverty. In the case, studying the policy, the implementing organizations or actors involved especially the target groups, the problems of implementation and the impact of PKH on the poor would become the core of this research that conducted through qualitative method. Understanding the essence of policy for the related actors is considered to be crucial, especially for the target groups of the policy. Good understanding and also the support from the target group has great contribution to the success of PKH in an attempt to cut the chain of poverty. During the three years implementation of PKH , the coordination done by the government of Probolinggo has not been able to cover all service providers at the field level, so that the problems at the field level can not be identified optimally. Poverty reduction can be performed optimally when the central government in cooperation with local government formulates the policies that synergize each other so that the poverty can be resolved quickly and accurately. The concept of local governance becomes an important basis of how the responsiveness of local governments to prioritize the problems faced by the poor at local levels. Related to the importance of implementors, the researcher takes two components that are very vital towards the smooth performance of the program in the field; including facilitators and service providers. The researcher analyzes how the implementor carries out their duties and responsibilities in their villages. Appropriate approaches and strategies conducted are able to solve problems earlier in accordance with the characteristics of the policy environment, since regional characteristics and conditions of the people are different with other areas so that the problems that arise are also diverse. Less coordination of implementor at the field level could not identify the problems optimally so that this influence the impact of PKH on the target group, such as PKH is not fully able to change their children under five`s consumption patterns. This phenomena show that PKH could not reach the goal as expected by the policy maker. Therefore, when this program is well designed and implemented, this program can complement pro-poor investments and thus contribute longer term poverty reduction in addition to their short-term direct impacts.
