Abstract

Di Indonesia Pemerintah Daerah Proyek-proyek konstruksi yang bernilai lebih dari $ 16.950 harus ditawar pada pelelangan berdasarkan sistem lelang yang diatur oleh Keputusan Presiden No. 80 tahun 2003 (Sistem Konvensional) dan Keputusan Presiden No. 70 dari 2012 (E- Pengadaan) . Penelitian ini menyelidiki faktor-faktor yang mempengaruhi kemenangan peserta lelang dalam proses lelang. Perbedaan dalam sistem lelang di tingkat pemerintah daerah antara sistem konvensional dan e-procurement. Dan evaluasi pelaksanaan pengadaan e dalam proses pengadaan publik di Pemerintah Kabupaten Blitar dan Pemerintah Kota Batu di Provinsi Jawa Timur. Data penelitian diperoleh dengan kuesioner kepada 26 peserta lelang dan 9 anggota Komite Lelang di dua pemerintah daerah. Setiap kuesioner terdiri dari 24 pertanyaan tentang faktor-faktor yang mempengaruhi proses lelang, 9 pertanyaan tentang perbedaan dalam sistem lelang di pemerintah daerah, dan 19 pertanyaan tentang mengevaluasi implementasi e-procurement dalam proses pengadaan publik. Sebanyak 35 sampel kuesioner diperoleh melalui pengambilan sampel acak. Hasilnya dianalisis menggunakan analisis deskriptif dan faktor, analisis kepentingan-kinerja, dan analisis regresi linier berganda. Proses lelang harus dievaluasi sehubungan dengan administrasi, aspek teknis dan evaluasi biaya akhir. Kontraktor yang berpartisipasi dalam pelelangan harus menyesuaikan jumlah estimasi teknik mereka kepada pemilik yang meminta perkiraan mereka. Perbedaan utama dalam sistem lelang antara sistem konvensional dan sistem e-procurement adalah kepercayaan pada proses lelang untuk memastikan bahwa itu menjadi transparan dan bebas dari korupsi, kolusi, dan nepotisme.

English Abstract

In Indonesia local governments construction projects valued more than $16,950 must be put out to bid at auction based on the auction systems regulated by the Presidential Decree No. 80 of 2003 (conventional system) and the Presidential Decree No. 70 of 201 2 (e-Procurement) . This research investigates factors that influence the auction participant`s victory in the auction process; differences in the auction system at the local government level between the conventional system and e-Procurement; and the evaluation of the implementation of e-Procurement within the public procurement process in the Blitar Regency Government and the Batu Municipal Government in East Java Province. Research data was obtained by questionnaires to 26 auction participants and 9 auction committee members at the two local governments. Each questionnaire consists of 24 questions about factors that influence the auction process, 9 questions about differences in the auction systems in local government, and 19 questions about evaluating the implementation of e-Procurement within the public procurement process. A total of 35 samples of questionnaire were obtained through random sampling. The results were analyzed using descriptive and factor analysis, Importance-Performance Analysis, and Multiple Linear Regression Analysis. The auction process should be evaluated with regard to its administration, technical aspects and final cost evaluation. The contractors who participated in the auction should customize the amount of their engineering estimate to the owner who is asking for their estimate. The main differences in the auction system between the conventional system and the e-Procurement system is the confidence in the auction process to ensure that it becomes transparent and free from corruption, collusion, and nepotism.
