Abstract
Penelitian ini dilakukan untuk mengetahui pengaruh pengeluaran pembangunan berupa anggaran infrastruktur, anggaran pendidikan dan anggaran kesehatan terhadap pertumbuhan ekonomi di Provinsi Riau. Pendekatan yang dilakukan untuk penelitian ini adalah kuantitatif dengan metode OLS ( Ordinary Least Squares) atau metode kuadrat terkecil biasa. Analisis yang digunakan adalah regresi linear berganda untuk mengetahui uji t, uji F, nilai R dan R 2 . Hasil dari penelitian ini adalah Hasil pengujian yang sudah dilakukan secara parsial, variabel pengeluaran pembangunan (anggaran) infrastruktur berpengaruh secara signifikan terhadap pertumbuhan ekonomi di Provinsi Riau. Signifikanya anggaran infrastruktur terhadap peningkatan pertumbuhan ekonomi di Provinsi Riau menunjukkan bahwa anggaran infrastruktur cukup optimal dalam sumbangsih terhadap peningkatan pertumbuhan ekonomi di Provinsi Riau. Variabel pengeluaran pembangunan (anggaran) pendidikan berpengaruh secara signifikan terhadap pertumbuhan ekonomi di Provinsi Riau. Signifikanya anggaran pendidikan (baik jangka pendek maupun jangka panjang) terhadap peningkatan pertumbuhan ekonomi di Provinsi Riau, menunjukkan bahwa anggaran pendidikan cukup optimal dalam sumbangsih terhadap peningkatan pertumbuhan ekonomi di Provinsi Riau. Variabel pengeluaran pembangunan (anggaran) kesehatan berpengaruh secara signifikan terhadap pertumbuhan ekonomi di Provinsi Riau. Signifikannya anggaran kesehatan terhadap peningkatan pertumbuhan ekonomi di Provinsi Riau, menunjukkan bahwa anggaran kesehatan cukup optimal dalam sumbangsih terhadap peningkatan pertumbuhan ekonomi di Provinsi Riau. Hasil perbandingan atas olahan data dan perubahan pengeluaran riil dapat dijelaskan bahwa kecenderungan dominansi variabel independen yang berpengaruh terhadap variabel pertumbuhan ekonomi tidak bias dipertegas dalam penelitian ini karena bila dilihat dari hasil olahan data yang cenderung dominan adalah dari sisi pengeluaran anggaran kesehatan namun bila di tinjau dari sisi perubahan pengeluaran anggaran riil selama kurun waktu 2007-2009 yang cenderung dominan adalah pengeluaran anggaran untuk pendidikan.
English Abstract
The study was conducted to determine the effect of the development expenditure budget in the form of infrastructure, education and health spending budget to economic growth in the province of Riau. The approach taken for this research is quantitative method OLS (Ordinary Least Squares) or ordinary least squares method. The analysis used was multiple linear regression to determine the t test, F test, the value of R and R 2 . The results of this study is the results of the testing that has been done partially, variable development expenditures (budget) infrastructure significantly influence economic growth in the province of Riau. Signifikanya infrastructure budget to increase economic growth in the province of Riau showed that infrastructure budgets are optimal in the contribution to economic growth in the province of Riau. Variable development expenditures (budget) education significantly influence economic growth in the province of Riau. Signifikanya education budget (both short and long term) to increase economic growth in Riau Province, showed that education budgets are optimal in the contribution to economic growth in the province of Riau. Variable development expenditures (budget) significantly affected the health of economic growth in the province of Riau. Significant health budget to increase economic growth in Riau Province, showed that health budgets are optimal in the contribution to economic growth in the province of Riau. The results of comparison of the processed data and real spending changes can be explained that the trend of the dominance of independent variables that affect the economic growth variable bias is not confirmed in this study because when viewed from the processed data that tend to dominate the health budget from the expenditure side, but when the review of the changes in the real budget expenditure during the period 2007-2009 which tend to dominate the budget expenditure for education.
