Abstract
Tesis ini menjelaskan dan membahas implementasi pengembangan e-government dalam konteks reformasi pemerintah sangat dipengaruhi oleh implementasi manajemen publik (NPM) baru dalam perspektif tata kelola yang baik. Visi umum NPM mengandaikan bahwa penggunaan informasi dan teknologi komunikasi (TIK) akan meningkatkan efisiensi dan efektivitas. Namun, penerapan pemerintah elektronik bukan hanya masalah teknis tetapi juga konteks substansial yang saling terkait dengan ide manajemen publik baru. Penjabaran e-government dalam makalah ini didukung dengan pengalaman dari pemerintah daerah Sragen, Jawa Tengah, Indonesia, yang telah menerapkan pemerintah elektronik untuk meningkatkan kualitas layanan publik dan tujuan tata pemerintahan yang baik. Akhirnya, makalah ini mencoba menganalisis keterkaitan antara konsep teoritis pengembangan pemerintah elektronik dan implementasi manajemen publik baru. Yang paling penting adalah bahwa e-government dapat meningkatkan reformasi administrasi publik dengan mencapai beberapa nilai inti dari agenda NPM. Implementasi e-Government adalah hasil dari manajemen publik baru dan pada akhirnya NPM berupaya membuat pemerintah lebih efisien sebagai prinsip tata kelola yang baik.
English Abstract
This thesis explains and discusses the implementation of E-Government development within the context of governmental reforms heavily influenced by the New Public Management (NPM) implementation in the Good Governance perspective . The general vision of NPM supposes that the use of Information and Communication Technologies (ICT) will enhance efficiency and effectiveness. However, implementing Electronic Government is not just a technical matter but also the substantial context interrelating with New Public Management idea. The description of E-Government in this paper is supported with the experiences from local government of Sragen, Central Java, Indonesia, which have implemented the Electronic Government to enhance the quality of public services and Good Governance goals. Finally, this paper tries to analyze the interrelation between theoretical concept of Electronic Government development and the New Public Management implementation . The most important thing is that E-Government can enhance Public Administration reforms by achieving some of the core values of the NPM agenda. E-Government implementation is the result of New Public Management and ultimately NPM seeks to make government more efficient as Good Governance principles.
