Abstract

Tujuan utama dari penelitian ini adalah untuk: 1) Untuk menganalisis tingkat implementasi kebijakan keamanan sistem informasi di universitas-universitas di Indonesia, 2) untuk menganalisis persepsi kepala TI Departemen TI tentang Komputer Crime Act (UU ITE 11, 2008) di Universitas Di Indonesia, 3) Untuk menganalisis persepsi kepala Departemen TI tentang disposisi organisasi di universitas di Indonesia, 4) untuk menyelidiki sejauh mana faktor kebijakan (Komputer Crime Act - UU ITE 11, 2008) dan faktor organisasi memengaruhi implementasi Kebijakan keamanan sistem informasi di universitas di Indonesia. Data dikumpulkan dari 147 universitas melalui periode Mei 2012 hingga Oktober 2012. Data dianalisis menggunakan sarana, standar deviasi, persentase, dan beberapa regresi. Hasilnya mengungkapkan bahwa tingkat implementasi kebijakan keamanan sistem informasi di universitas-universitas di Pulau Jawa moderat. Persepsi Kepala Departemen TI di Universitas Tentang UU Kejahatan Komputer (UU ITE 11, 2008) adalah moderat positif. Persepsi Kepala Departemen TI di Universitas Tentang Disposisi Organisasi di Universitas adalah Moderat positif. Kedua faktor kebijakan dan organisasi memiliki efek simultan pada penerapan ISSP di universitas di Indonesia. Hasil hipotesis yang diuji mengungkapkan bahwa temuan penelitian menunjukkan bahwa hasilnya tidak mendukung hipotesis pengujian. Perbedaan antara temuan dan hipotesis dapat berasal dari banyak penyebab. Akhirnya, dapat dinyatakan bahwa faktor kebijakan dan faktor organisasi memiliki hubungan yang kuat dengan keberhasilan implementasi kebijakan sistem informasi VI di universitas dan juga keberhasilan penerapan Undang-Undang Kejahatan Komputer (UU ITE 11, 2008).

English Abstract

The main objectives of this study were to: 1) to analyze the degree of implementation of information system security policy in universities in Indonesia, 2) to analyze perception of heads of IT department about Computer Crime Act (UU ITE 11, 2008) in universities in Indonesia, 3) to analyze perception of heads of IT department about the organizational disposition in universities in Indonesia, 4) to investigate the extent to which the policy factor (Computer Crime Act – UU ITE 11, 2008) and the organizational factor affect implementation of information system security policy in universities in Indonesia. Data was collected from 147 universities through the period of May 2012 to October 2012. Data was analyzed using the means, standard deviation, percentage, and multiple regressions. The results revealed that the extent of implementation of information system security policy in universities on Java Island was moderate. Perception of heads of IT department in universities about the computer crime act (UU ITE 11, 2008) was moderate positive. Perception of heads of IT department in universities about the organizational disposition in universities was moderate positive. Both Policy and organization factors have a simultaneous effect on the application of ISSP in universities in Indonesia. The tested hypotheses results revealed that the research finding showed that the results did not support the testing hypothesis. The difference between finding and the hypothesis may come from many causes. Finally, it could be stated that the policy factors and organizational factors have strong links to the success of vi information systems security policy implementation at the universities and also the success of the application of computer crime act (UU ITE 11, 2008).
