Abstract
Ketidakefektifan alokasi perkiraan dana bagi hasil sumber daya alam kehutanan (DBH SDA Kehutanan) diduga turut mengakibatkan adanya utang pemerintah daerah kepada pemerintah pusat. Beberapa literatur juga mengkritik kesulitan pemerintah untuk menetapkan alokasi yang adil dengan prosedur yang memadai. Penelitian ini bertujuan untuk mengetahui sejauh mana efektifitas alokasi perkiraan DBH SDA Kehutanan di Indonesia dengan menggunakan metode kualitatif analisis deskriptif. Penelitian ini dilakukan dengan studi kasus pada dana perimbangan di Direktorat Jenderal Perimbangan Keuangan, Kementerian Keuangan, Jakarta. Dari hasil analisa data tahun 2010 sampai dengan 2012 disimpukan bahwa koordinasi, kerjasama, sistem hirarki dan deskripsi pekerjaan dalam organisasi mempengaruhi tingkat efektivitas perkiraan. Selain itu, koordinasi antar pemerintah pusat dan antara pemerintah pusat dan daerah, jadwal kegiatan dan validitas data juga berperan penting dalam penyusunannya. Terakhir, e-government dan formula ekonometrik perlu diperhatikan dalam penyusunan alokasi perkiraan ini.
English Abstract
Ineffective estimated allocation of forestry revenue sharing is accused of leading the presence of local government`s debt. The difficulty in creating a fair share of revenue sharing and poor procedure for the estimations also are criticized by some literature reviews. Objective of this study is to identifying the effectiveness of allocating estimation of forestry revenue sharing in Indonesia by using a qualitative description analysis method by examines data from 2010 to 2012. This study was done by case study on Intergovernmental fiscal transfers in Directorate General Fiscal Balance Ministry of Finance, Jakarta. It discovered coordination, partnerships, hierarchical systems, and job descriptions are influencing in the estimation making progress. This study insists on the necessity of coordination within central government and between central and local governments, a framework schedule and the validity of data sources. Finally, an e-governmental tools and an econometric formula should be included in the estimation process.
