Abstract
Penelitian ini dilakukan untuk membuktikan secara empiris: (1) Bagaimana pengaruh desentralisasi fiskal terhadap pertumbuhan ekonomi di kabupaten/kota Jawa Timur, (2) Adakah perbedaan pengaruh desentralisasi fiskal terhadap pertumbuhan ekonomi antara daerah yang memiliki kapasitas fiskal tinggi dan rendah di kabupaten/kota Jawa Timur, dan (3) Bagaimana pengaruh desentralisasi fiskal terhadap kapasitas fiskal di kabupaten/kota Jawa Timur. Penelitian ini menggunakan metode analisis regresi data panel. Adapun sampel penelitian ini adalah 38 kabupaten/kota di Propinsi Jawa Timur, dengan periode waktu selama lima tahun terakhir (2006-2010). Hasil penelitian ini menjelaskan bahwa pertumbuhan ekonomi secara signifikan dan negatif dipengaruhi oleh desentralisasi fiskal. Alasan yang dapat menjelaskan sebab negatif ini setidaknya ada dua hal, yaitu: (1) penggunaan anggaran belanja yang belum efisien, dan (2) masih besarnya dana SILPA. Kedua hal tersebut membuat kemampuan daerah dalam membiayai investasi publik masih sangat minim. Sedangkan peran desentralisasi fiskal yang dilihat dari dana transfer DAU dan DAK terhadap peningkatan kapasitas fiskal yang diukur dari PAD adalah siginifikan, dimana DAU berpengaruh positif dan DAK negatif. Lemahnya tanggung jawab pemerintah daerah terhadap konstituennya (masyarakat lokal) dan rendahnya alokasi belanja untuk kegiatan pendukung pembangunan daerah adalah sebab dari DAU berpengaruh positif terhadap PAD. Sedangkan DAK, memiliki makna yakni peranannya dalam mengurangi ketimpangan fiskal vertikal telah efektif.
English Abstract
This study was conducted to prove empirically: (1) How does the influence of fiscal decentralization on economic growth in the district/city in East Java, (2) Are there differences in the influence of fiscal decentralization on economic growth between regions that have high and low fiscal capacity in the district/city East Java, and (3) How does the influence of fiscal decentralization on fiscal capacity in the districts/municipalities in East Java. Panel data regression analysis is a method used in this study. The sample in this study were 38 districts/cities in East Java Province, with a period of time during the last five years (2006-2010). The results of this study explains that economic growth is significantly and negatively influenced by fiscal decentralization. Reasons that could explain these negative because there are at least two things, namely: (1) the use of budgets that have not been efficient, and (2) the amount of SILPA funds that is still quite large. These two things make the ability to finance public investment in the region is still very minimal. While the role of fiscal decentralization is seen from the transfer of DAU and DAK funds to increase the measured fiscal capacity of PAD is significant, positive effect which DAU and DAK negative. Weak local government responsibility to their constituents (local communities) and the low allocation of expenditure to support the activities of regional development is the cause of the DAU has a positive effect on the PAD. While the DAK, has a meaning that is its role in reducing vertical fiscal imbalance has been effective.
