Abstract
Alasan terbesar individu bekerja adalah mendapatkan upah tinggi, hal ini tentunya menjadi daya tarik untuk melakukan migrasi ke tempat yang mempunyai standar upah tinggi, salah satu cara untuk mendapatkan hal tersebut adalah menjadi migran internasional atau Tenaga Kerja Indonesia (TKI). Kabupaten Malang adalah salah satu kantong terbesar TKI di Indonesia yang menyumbang cukup besar tenaga kerja ke luar negeri. Penelitian ini bertujuan untuk (1) mengetahui apa saja yang dihadapi oleh TKI Kabupaten Malang saat pra penempatan, penempatan dan purna penempatan. (2) mengetahui perbandingan biaya manfaat yang dialami oleh TKI Kabupaten Malang dan perbandingan biaya manfaat antar negara tujuan. Hasil penelitian menunjukkan bahwa: (1) Berdasarkan hasil perhitungan Cost Benefit Analysis dari 15 mantan TKI secara keseluruhan memenuhi syarat untuk diprioritaskan, karena dalam metode Net Present Benefit (NPB) maupun dengan Metode Benefit Cost Ratio (BCR) semuanya menunjukan bahwa hasil perhitungan yang layak untuk dijalankan. (2) Taiwan menjadi prioritas utama dalam penghitungan Net Present Benefit (NPB) (3) Hasil Metode Benefit Cost Ratio (BCR) yang paling tinggi dan diproritaskan adalah Singapura. (4) Cukup banyak TKI yang terlibat masalah, dari saat pemberangkatan dengan modal yang kurang, PJTKI yang bermasalah ataupun yang memotong gaji terlalu besar, saat berada di negara tujuan mendapatkan majikan atau tempat bekerja yang kurang kondusif dan saat kembali ke Indonesia dengan sedikit uang atau penipuan berkedok travel, akan tetapi ada juga yang sukses mendapatkan gaji dan uang remittance yang memadai.
English Abstract
The greatest reason of individuals working is to make high rate money, this kind of matter is certainly makes interesting to migrate overseas to places where it has high standard wages, one of ways to take this matter is to be international migrant workers or Indonesian Workers. Malang regency is one of greatest special places of Indonesian migrant workers of Indonesia which contributing big number enough of Indonesian migrant workers. The research is aimed to (1) know what kinds of matters faced by Indonesian migrant workers of Malang Regency when they are in pre-placement time, placement time, and after placement time. (2) know comparison of cost benefit had been had by Indonesian migrant workers of Malang Regency and the comparison of cost benefit between the destination countries. The outcomes of the research shows that : (1) based on the calculation yields of Cost Benefit Analysis of 15 ex-Indonesian migrant workers are wholly fulfilled the requirements to be prioritized, since in the Net Present Benefit (NPB) Method and also by Benefit Cost Ratio Method (BCR) all shows that the calculation yields are feasible to operate. (2) Taiwan is the main priority in calculating Net Present Benefit (NPB). (3) of the yields of Benefit Cost Ratio (BCR) method, the highest and most prioritized is Singapore. (4) it is numerous enough of Indonesian migrant Manpower involved in many cases, since they were in department time with less capital with them, the Indonesian Manpower Agency having problems and/or too much cutting off salary, when they are in destination countries having employers or working places less conducive and when they go back to Indonesia with less money or having criminalized in travel bureau masked, nevertheless they are also people who are successful taking salary and money and remittance money available enough.
