Abstract
Komisi merupakan salah satu alat kelengkapan Dewan yang memiliki peran strategis dan fokus dalam mendukung tugas, fungsi dan kewenangan DPRD. Komisi di DPRD secara umum belum menunjukan kontribusi kerja yang maksimal dalam mendukung fungsi DPRD yang mencakup fungsi penyusunan perda, fungsi anggaran dan fungsi pengawasan. Dalam menjalankan fungsi pengawasan, komisi belum memunculkan secara keseluruhan orsinilitas rekomendasi kerja komisi yang membidangi bidang-bidang tertentu, Demikian halnya dengan rancangan peraturan daerah, komisi belum mampu menjadi dapur utama dalam memberikan inisiasi rancangan peraturan sesuai dengan bidang kerjanya. Rumusan masalah teridentifikasi dalam beberapa pertanyaan berikut: 1) Bagaimana pelaksanaan fungsi Pengawasan di DPRD Kabupaten Gresik periode 2009-2014?, 2) Bagaimana peran komisi DPRD Kabupaten Gresik dalam mendukung fungsi pengawasan terhadap pemerintah (kepala daerah) kabupaten Gresik? Dan 3) Faktor apa sajakah yang menjadi pendorong dan penghambat bagi Anggota DPRD Kabupaten Gresik dalam menjalankan fungsi pengawasan terhadap pemerintah (kepala daerah) kabupaten Gresik? Metode analisis penelitian kualitatif ini memakai model analisis interaktif Miles dan Huberman dengan tahapan-tahapan: (a) Reduksi Data; (b) Penyajian Data; dan (c) Penarikan Kesimpulan/Verifikasi. Selain itu untuk mengidentifikasi dan analisis terhadap hal-hal yang menjadi faktor pendorong dan factor penghambat, peneliti menggunakan analisis kekuatan medan atau Force field Analysis (FFA) yang dikembangkan oleh Kurt Lewin (1951). Hasil pembahasan penelitian ini memunculkan kesimpulan yaitu: 1) Mekanisme pelaksanaan tugas dan fungsi pengawasan DPRD terhadap pemerintah Daerah kabupaten Gresik tidak dijalankan dengan sisitematis. Salah satu penyebabnya adalah belum adanya dasar hukum yang memberikan panduan teknis sistem pengawasan. Sedangkan dari segi peran komisi di DPRD Gresik dalam pelaksanaan pengawasan terhadap pemerintah daerah temuan dari hasil wawancara dan data dokumen menunjukkan bahwa pengawasan yang dilakukan oleh masing-masing komisi belum menampakkan kinerja yang fokus pada bidang kerja komisinya. Pengawasan yang dilakukan komisi-komisi masih terlihat sebagai rutinitas dan belum menyentuh inti persoalan dan memberikan solusi yang konkrit. Analisis Faktor Pendukung Pelaksanaan Tugas dan Fungsi Pengawasan DPRD Kabupaten Gresik terhadap Pemerintah (Kepala Daerah). Hasil analisis Force Field Analysis (FFA) memuncul meberapa faktor pendukung dan faktor penghambat yaitu: 1) Kabupaten Gresik DPRD kabupaten Gresik periode 2004-2013 memiliki legitimasi yang kuat; 2) DPRD kabupaten Gresik periode 2004-2013 di dukung pendanaan yang cukup untuk melaksanakan tugas dan fungsinya 3) DPRD kabupaten Gresik periode 2004-2013 didukung fasilitas, sarana dan prasarana yang baik, 4) DPRD Kabupaten Gresik periode 2004-2013 didukung oleh tim sekretariat Dewan sedangkan faktor penghambat meliputi:1) Belum adanya Sistem dan Prosedur Baku Pengawasan DPRD, 2) Minimnya Tindaklajut hasil pengawasan DPRD, 3) Belum adanya Mekanisme Penyampaian Informasi Masyarakat, 4) Kurangnya Kemampuan Teknis Anggota dalam Pengawasan, 5) Sistem Pemilihan Anggota DPRD. Rekomendasi penelitian ini antara lain: 1) Perlu adanya perbaikan dan penjabaran pasal-pasal yang mengatur tentang tugas dan wewenang DPRD dalam UU No.32 tahun 2004 maupun Undang-undang Nomor 27 tahun 2009 tentang MPR, DPD, DPR, dan DPRD dalam bentuk peraturan pelaksana yang memuat penjelasan teknis dan mekanisme pengawasan DPRD terhadap pemerintah dan pemerintah daerah. Atau perlu dibuat aturan baru yang memberikan pedoman dan petunjuk teknis tentang tugas, fungsi dan wewenang DPRD dalam pengawasanya terhadap pemerintah daerah, 2) Dalam rangka pengembangan kualitas SDM anggota DPRD, partai politik sangat berkepentingan untuk menempatkan kader-kader terbaiknya di lembaga perwakilan rakyat daerah dengan melakukan rekruitmen yang didasarkan pada kebutuhan kompetensi dalam komisi-komisi. 3) Meningkatkan akses masyarakat pada lembaga DPRD; 4) Merumuskan strategi untuk memperkuat faktor-faktor pendukung (driving forces) dan mengurangi faktor penghambat (restraining forces) .
English Abstract
A commission represents a board device with a strategic role and focus on the support of task, function and discretion of DPRD. It is a general fact that the commission in DPRD has not contributed the maximum work in supporting the function of DPRD related to the setting of regulation, budget, and supervision. In the implementation of the supervisory function, the commission is failed to express the originality because the commission work is covering many fields. Related to the local regulation draft, commission has not been yet a main kitchen to initiate the regulation based on the work field. Problems are identified through some questions: (1) How is the implementation of supervisory function at DPRD Gresik District in period 2009-2014? (2) How is the role of commission of DPRD Gresik District in supporting the supervisory function in the government of Gresik District (local head)? and (3) What factors are supporting and constraining the member of DPRD Gresik District in implementing the supervisory function to the government (local head) of Gresik District? The analysis method is qualitative. Miles and Huberman`s interactive analysis model with stages is used. These stages include (a) data reduction, (b) data presentation, and (c) conclusion/verification. In order to identify and to analyze the supporting and constraining factors, the author uses Force Field Analysis (FFA) developed by Kurt Lewin (1951). Result of discussion leads to conclusions that (1) the mechanism of the implementation of supervisory task and function of DPRD over the local government of Gresik District is not systematic. One reason is the absence of legal base which is giving a technical guide for the supervisory system. Considering the role of commission of DPRD Gresik in the supervisory action over the local government, the result of interview and documentation indicates that supervision work by commission is not producing the performance which is focused on the commission work. The supervision by commission remains a routine work and it does not touch the essence of problem or even give a concrete solution. The analysis against factors supporting the implementation of the supervisory task and function of DPRD Gresik District over the local government (local head) is conducted. Result of Force Field Analysis (FFA) produces some supporting and constraining factors. The supporting factors are (1) DPRD Gresik District in period 2004-2013 has strong legitimacy; (2) DPRD Gresik District in period 2004-2013 is supported by adequate funding for the implementation of task and function; (3) DPRD Gresik District in period 2004-2013 is provided by good facility, structure and infrastructure; and (4) DPRD Gresik District in period 2004-2013 is assisted by the secretariat team of Board. The constraining factors are (1) the absence of standard system and procedure of the supervision of DPRD; (2) less follow-up to the supervisory result of DPRD; (3) the lack of mechanism for the dissemination of information to the public; (4) the lack of technical capability of the member in the supervisory action; and (5) the selection system of the member of DPRD. Research may recommend that (1) it may need further improvement and review of the articles explaining the task and discretion of DPRD, such as those stated in Act No.32 of 2004 or Act No.27 of 2009 about MPR, DPD, DPR and DPRD in the form of regulation consisting of technical explanation and supervisory mechanism of DPRD over the subordinate or local government. New regulation may be required to provide a technical manual or guide for the task, function, and discretion of DPRD in the supervision over local government; (2) in the development of the human resource quality of DPRD, the political party must place the best cadres in the local people representative agency by conducting a recruitment based on the competence demand in the commission; (3) the access of the public to DPRD must be increased; and (4) a certain strategy must be formulated to empower the supporting factors (driving forces) and to reduce the constraining factors (restraining forces).
