Abstract
Penelitian ini dilatarbelakangi oleh adanya tingkat partisipasi yang minim, tingkat pendataan pemilih yang tidak maksimal yang berujung pada banyaknya masyarakat yang tidak terakomodir hak politiknya. Pada penelitian ini landasan yuridis yang dipakai adalah Undang-Undang Nomor 32 tahun 2004 Tentang Pemerintahan Daerah, Undang-Undang Nomor 12 Tahun 2008 Tentang perubahan kedua Undang-Undang Nomor 32 Tahun 2004 dan Undang-Undang Nomor 10 Tahun 2008. Setidaknya ada tiga masalah dalam penelitian ini yakni: (1) Bagaimana Implementasi Kebijakan Pemilihan Umum Kepala Daerah di Kota Pagaralam? (2) faktor-faktor apakah yang mempengaruhi implementasi Pemilihan Umum kepala Daerah di Kota Pagaralam? (3) faktor-faktor apakah yang menghambat dan mendukung implementasi kebijakan pemilihan umum kepala Daerah d Kota Pagaralam? Penelitian ini dilaksanakan dengan tujuan untuk mengetahui; (1) Implementasi Kebijakan Pemilihan Umum Kepala Daerah di Kota Pagaralam (2) faktor pendukung yang mempengaruhi implementasi Pemilihan Umum kepala Daerah di Kota Pagaralam (3) faktor-faktor yang menghambat implementasi kebijakan pemilihan umum kepala Daerah d Kota Pagaralam Penelitian ini diharapkan bisa bermanfaat untuk memberikan kontribusi bagi kajian dan pengembangan Ilmu Kebijakan Publik, dalam upaya memperkaya khazanah keilmuan di bidang kebijakan publik. Sedangkan secara praktis penelitian ini diharapkan bisa memberikan manfaat bagi pelaku kebijakan itu sendiri yakni Komisi Pemilihan Umum Kota Pagaralam. Metode penelitian ini menggunakan pendekatan Kualitatif dengan teknik pengumpulan data wawancara mendalam, observasi dan dokumen. Sementara analisis data yang digunakan adalah analisis data model interaktif (Miles dan Huberman) Temuan yang diperoleh dari penelitian ini adalah; pertama, implementasi kebijakan pemilihan umum kepala daerah di Kota Pagaralam pada tahun 2013 mengalami benturan antara pelaksanaan dan peraturan yang ada. Beberapa hal mengenai Daftar Pemilih Tetap adalah contoh yang paling besar tingkat permasalahannya. Kedua, faktor-faktor yang mempengaruhi implentasi kebijakan pemilihan umum Kepala daerah di Kota Pagaralam antara lain: kondisi sosial politik, partisipasi masyarakat, kedewasaan politik, insentif dan kepentingan stakeholders. Ketiga, faktor penghambat dan pendukung implementasi kebijakan pemilukada Kota Pagaralam. Faktor pendukung tersebut meliputi; Ikatan sosial masyarakat yang kuat, partisipasi pemerintah, partisipasi aparat keamanan dan tokoh masyarkat yang maksimal. Sedangkan faktor penghambat SDM Aktor Penyelenggara yang kurang baik,Sosialisasi yang kurang mendalam, sistem DPT yang tidak maksimal dan tingkat kepedulian masyrakat terhadap penyelenggaraan pemilukada yang tidak besar. Penelitian ini juga menyajikan diskripsi tentang itemitem argumentasi aktor dalam melihat kebijkan dari sudut pandang masing-masing. Kata kunci: Kebijakan pemilukada, Demokrasi, Partsipasi
English Abstract
The background of this research is based on the minimum level of participation, the level of voters data collection that is not maximum led to the number of people that do not have their political rights accommodated. This research is based on the jurisdiction of Undang-Undang Number 32 year 2004 on Local Governments, Undang-Undang Number 12 Year 2008 on the second changes of Undang-undang Number 32 year 2004. At least there are three problems in this research (1) How does the Public Election Policy Implemented in the Election of the Head of Region in the the Pagaralam City Implemented? (2) What Factors Influence the Implementation of the Public Election Policy in the Election of the Head of Region in the the Pagaralam City (3) What Factors Support and Hamper the Implementation of the Public Election Policy in the Election of the Head of Region in the the Pagaralam City. This research is done for the purpose of understanding; (1) The Implementation of the Public Election Policy in the Election of the Head of Region in the the Pagaralam City (2) The Factors that Influence the Implementation of the Public Election Policy in the Election of the Head of Region in the the Pagaralam City? (3) The Factors that Support and Hamper the Implementation of the Public Election Policy in the Election of the Head of Region in the the Pagaralam City This research is theoretically useful to contribute in the research and development of theories as an effort to enrich the knowledge in the field of public policy. Practically this research is useful for the implementers of the policy itself which is the Public Election Commission of the the Pagaralam City. The method of research that is used is a qualitative approach with data collection techniques of in-depth interview, observation and documents. Data analysis that is used is an interactive data analysis model (Miles dan Huberman). The findings that are obtained in this research are; first, the implementation of the public election policy in the election the head of region in the the Pagaralam City in the year 2013 experienced a clash between the enforcement and regulations that exist. A few things about the List of Permanent Voters are an example of the biggest problem. Second, the factors that influence the implementation of the public election policy in the election of the head of region in the the Pagaralam City are: the social politics condition, people participation, the maturity of politics, incentive and interest of stakeholders. Third, the factors that support and hamper the Implementation of the public election Policy in the election of the head of region in the Pagaralam City. The supporting factors include; strong social bonds in the society, government participation, and maximum participation of the security apparatus and community leaders. The hampering factors are the poorly human resources of the organizing actors, socializations that are not indepth, a list of permanent voters system that is not maximum and the people`sminimum concern of the head of region election. This research also serves the description on the items argued by actors in seeing their perspective of the policy.
