Abstract
Penelitian ini menekankan pada kinerja pengelolaan limbah padat berbasis pemberdayaan masyarakat di RW 6 Kelurahan Wonokromo yang memiliki tantangan tinggi dalam kondisi lingkungan. Di sana, peningkatan dampak negatif dari penyebaran sampah, penyumbatan drainase, dan pembakaran limbah lebih dan lebih umum bagi masyarakat. Itu terus meningkat. Banjir sering terjadi, dan bahkan banyak komunitas, pada saat itu, menggunakan banjir untuk menyingkirkan limbah padat mereka dengan melemparkannya ke air yang mengalir. Pengelolaan limbah padat berbasis masyarakat (CBSWM) adalah program pemberdayaan masyarakat yang bertujuan untuk mencapai pelestarian lingkungan. CBSWM menggunakan pendekatan bottom-up dan koordinasi USAID, ULI Peduli, pemerintah daerah dan masyarakat. Penelitian ini berfokus terutama berbicara tentang prosesi pemberdayaan masyarakat, efektivitas pemberdayaan masyarakat dan model alternatif kebijakan dengan pendekatan dinamis sistem. Penelitian ini dilakukan di RW 6 Kelurahan Wonokromo dan dianalisis dengan pendekatan kuantitatif dan kualitatif melalui desain dominan yang dominan dan sistem dinamika. Hal ini bertujuan untuk menganalisis pemberdayaan masyarakat dan efektivitasnya di CBSWM untuk membuat model alternatif menggunakan jenis dan desain penelitian tertentu. Hasil penelitian menyarankan secara mendalam pada peningkatan proses pemberdayaan masyarakat melalui partisipasi masyarakat, emansipasi perempuan, pemberdayaan scaveger, dan kemitraan di antara para pemangku kepentingan. Salam dengan analisis sistem dinamis dengan kerangka perspektif pemikiran sistem dalam memahami masalah limbah padat, peneliti menemukan hubungan yang sangat kompleks dan dinamis di antara subsistem atau elemen sistem yang berkontribusi terhadap analisis yang lebih komprehensif. Dari hasil ini, rekomendasi telah berfokus pada pemahaman tentang perlunya melihat masalah dengan perspektif keseluruhan dan kompleks. Pemerintah, praktisi, akademisi, atau politisi dan pembuat kebijakan dapat menggunakan analisis dinamis sistem untuk mengidentifikasi masalah dan mengejar hasil program atau kebijakan yang dimaksud. Di sisi lain, masih, dari analisis sistem dinamis, pengembangan kerjasama perempuan dan pemulung telah dianggap sebagai cara alternatif untuk menyelesaikan masalah limbah padat di Surabaya khususnya, dan Indonesia secara umum. Dalam hal ini, sektor swasta, LSM, dan donor ditentukan sebagai pemangku kepentingan penting untuk membantu mendukung program pemberdayaan masyarakat yang mendukung pemerintah. Oleh karena itu, pemerintah mungkin memerlukan kolaborasi yang lebih komprehensif di antara para aktor itu, dan karena itu, peran aktif dan komitmen pemerintah yang kuat sangat penting untuk dipertahankan
English Abstract
This research emphasized on the performance of community empowerment based solid waste management in RW 6 Kelurahan Wonokromo that has high challenges in term of environmental condition. There, increased negative impacts of littering, drainage clogging, and burning of waste was more and more common for the community. It was continually getting worse; flooding was often happened, and even many of the community, at that time, used the flood to get rid of their solid waste by throwing it to the flowing water. Community Based Solid Waste Management (CBSWM) is community empowerment program which aims to achieve the environmental preservation. CBSWM used a bottom-up approach and coordination of The USAID, Uli Peduli, local government and community. The research focuses mainly talked about community empowerment procesess, community empowerment effectiveness and policy alternatives model by system dynamic approach. The research was conducted in RW 6 Kelurahan Wonokromo and analyzed by quantitative and qualitative approach through dominant-less dominant design and system dynamic. It is aimed to analyze community empowerment and its effectiveness in CBSWM to create alternative model uses certain type and design of research. The result of research suggested deeply on the enhancement of community empowerment process through community participation, women emancipation, scaveger empowerment, and partnership among stakeholders. Regards to the analysis of system dynamic with a framework of system thinking perspective in understanding the solid waste problem, the researcher found so complex and dynamic relationships among subsystems or elements of the systems that contributes to more comprehensive analysis. From this result, the recommendation has focused on the understanding of the necessity in seeing a problem with a whole and complex perspective. Governments, practitioner, academics, or politician and policy makers may use system dynamic analysis to identify problems and pursue the intended results of program or policy. In another hand, still, from the analysis of system dynamic, the development of women and scavenger cooperation have been considered as alternative ways to solve solid waste problem in Surabaya particularly, and Indonesia generally. In this case, private sectors, NGOs, and donor are determined as the important stakeholders to help succeeding community empowerment program supported by government. Therefore, governments may need more comprehensive collaboration among those actors, and for that reason, the active role and strong commitment of governments are really important to be maintained
