Abstract
Dalam rangka menumbuhkan partisipasi masyarakat dalam pembangunan, maka pemerintah harus berusaha dan bekerja keras untuk menciptakan suatu iklim yang kondusif yang dapat membangun sikap saling ketergantungan dan saling membutuhkan antara aparat dan masyarakat. Partisipasi masyarakat dapat tercipta, jika sifat saling percaya dan saling pengertian antara satu sama lain selalu dihidupkan. Pemikiran perencanaan partisipatif diawali dari kesadaran bahwa kinerja merupakan sebuah prakarsa pembangunan masyarakat yang sangat ditentukan oleh semua pihak dalam proses pembangunan dimana pemerintah ikut berupaya untuk berperan aktif didalam pelaksanaan Musrenbangda Kota Ternate. Musyawarah perencanaan pembangunan daerah adalah suatu proses perencanaan yang melibatkan seluruh komponen atau pihak-pihak yang terkait didalamnya. Penjaringan aspirasi masyarakat merupakan suatu upaya yang dilakukan pemerintah dalam pelaksanaan Musrenbangda yang harus berlandaskan pada akuntabilitas, transparansi dan pelayanan yang baik kepada masyarakat. Tujuan penelitian ini adalah (1) untuk mengetahui dan menganalisis gambaran pelaksanaan Musrenbang daerah di Kota Ternate dalam perspektif New Public Service . (2) Untuk menggambarkan dan menganalisis hasil Musrenbang daerah dalam perspektif New Public Service . (3) Untuk menjelaskan dan menganalisis upaya apa yang dilakukan pemerintah terhadap pelaksanaan Musrenbang daerah dalam perspektif New Public Service . Pendekatan penelitian ini adalah metode kualitatif. Teknik pengumpulan data diperoleh dari hasil observasi, wawancara mendalam dan diperkuat dengan dokumentasi. Lokasi penelitian ada di Kota Ternate, Provinsi Maluku Utara. Berdasarkan hasil temuan dilapangan, maka dapat dijelaskan bahwa pelaksanaan musyawarah perencanaan pembangunan daerah Kota Ternate merupakan wadah dalam mempertimbangkan aspirasi masyarakat dan hal tersebut melibatkan semua pihak yang berkepentingan ( stakeholders ) , yang dijaring melalui berbagai forum rapat koordinasi dan diskusi kelompok yang terfokus, seperti Musrenbang Tingkat Kelurahan, Forum SKPD dan Musrenbang RKPD Tingkat Kota dan yang terpenting adalah itu merupakan salah satu peluang yang dapat dimanfaatkan oleh masyarakat Kota Ternate dalam berpartisipasi untuk mewujudkan kegiatan pembangunan yang benar-benar dibutuhkan oleh masyarakat Kota Ternate guna memperbaiki kehidupan dan kesejahteraan mereka, yakni melalui Musyawarah Perencanaan Pembangunan Daerah (Musrenbangda). Hasil Musyawarah perencanaan pembangunan daerah Kota Ternate dan program yang telah diusulkan oleh masyarakat dalam Bidang Fisik (Sarana dan Prasarana), Bidang Ekonomi, dan Bidang Sosial Budaya. Hal ini menunjukkan bahwa hanya ada beberapa program saja yang di laksanakan. Ditemukan bahwa dalam Satuan kerja perangkat daerah, telah disusun perencanaan berdasarkan pagu indikatif dan perencanaan yang disusun tersebut merupakan hasil dari proses perencanaan yang telah dipadukan dengan proses politik, teknokratik,partisipatif dan proses bottom up serta top down. Dengan adanya Musyawarah Perencanaan Pembangunan Daerah (Musrenbangda) dalam perspektif New Public Service dapat menjadi sebuah proses perencanaan yang didalamnya ada keterlibatan masyarakat untuk menghasilkan program-program yang sudah disepakati bersama melalui forum Musrenbangda tersebut. Diharapkan kepada pemerintah daerah bahwa dengan adanya penelitian ini, maka mereka lebih memeperhatikan aspirasi rakyat atau masyarakat dan lebih memprioritaskan program-program yang langsung dirasakan bagi masyarakat banyak untuk kesejahteraan bersama.
English Abstract
In order to increase the participation of sociaety in development, so the governments have to try and work hard to create a conductive climate which can build a mutual dependence and need among the officials and society. The participation of sociatey can be created if there is the trust and understanding which always alive batween one another. The thinking of participatory planning starts from the realization that the performance is a community development initiative which is very determined by all sides in the process of development itself, where the government also try to take an active role in implemented MUSREMBANGDA of Ternate town. The meeting of regional development planing or MUSREMBANGDA is a process of plan which involves all of the components or the related sides in it. Taking aspiration of the people is an effort done by the government in the implementation of Musrenbang that must be based on accountability, transparency and a good service for sociaety. The purposes of this research are: (1) To know and analyze the description of implemented the MUSREMBANGDA in Ternate town in perspective of New Public Service. (2) To describe and analyze the results of MUSREMBANGDA in perspective of New Public Service. (3) To explain and analyze what the government do towards the implementation of MUSREMBANGDA in perspective of New Public Service. This research approach is qualitative method. Data collection techniques derived from the result of observation, deep interviews as well as documentation. The location of the research is Ternate town, North Maluku province. Based on the findings in the field, so it can be explain that the implementation of MUSREMBANGDA in Ternate town as the place in considering the people`s aspirations and that things involve all sides (stakeholders) who has the part in the case through different coordination meeting forum and focuss group discussions like MUSREMBANG in the level of village, SKPD forum and MUSREMBANG RKPD in the level of city, and the important thing is MUSREMBANGDA as one of the opportunities which can be used by the people of Ternate in participating to make/create the development activity which is really needed by the people there in order to improve their live and welfare through MUSREMBANGDA itself. The result of MUSREMBANGDA of Ternate town and the programs are proposed by the people in physical field, economic and cultural social field show that there`s only some programs have been done, and it is found that in working of regional unit has made the planing based on indicative budget, and that planing is actually the result of the process of the plan itself which has colaborated with political process, technocratic, participatory and the bottom up as well as top down process. With the Meeting of regional Development Planning (MUSREMBANGDA) in perspective of New Public Service can be a process of planning whic involve the people`s participation to produce those programs that has been agreed together through MUSREMBANGDA`s forum itself. Hopefully, with this reserach, the regional government more pay attention the aspiration of the people and give more priority to the programs which directly feel by the people in order to get the welfare together.
