Abstract
KUBE adalah salah satu program pengentasan kemiskinan di bawah Kementerian Sosial yang dilaksanakan melalui pendekatan pemberdayaan. Dalam mengimplementasikannya, pemerintah telah menghabiskan anggaran besar untuk mendorong pengembangan Kube di seluruh Indonesia terutama untuk menjangkau petani karena mereka adalah mayoritas miskin di Indonesia. Sebagai konsep, tujuan Kube untuk meningkatkan kesejahteraan ekonomi dan sosial kaum miskin tampaknya cocok untuk daerah pedesaan. Namun, rendahnya keberlanjutan Kubes di lapangan menunjukkan pendekatan yang tidak pantas pada tingkat implementasi. Penelitian ini bertujuan untuk menggambarkan dan menganalisis proses pemberdayaan petani miskin melalui KUBE, dampaknya pada kesejahteraan petani miskin dan faktor-faktor apa yang mempengaruhi keberlanjutan dari perspektif petani. Penelitian ini menggunakan studi kasus pemberdayaan petani miskin melalui KUBE di desa Sumberagung, Kabupaten Blitar. Untuk pengumpulan data, peneliti melakukan kerja lapangan dan menggunakan berbagai sumber bukti yaitu, dokumen, pengamatan, diskusi kelompok dan wawancara terbuka dengan mata pelajaran yang relevan dari anggota KUBE, administrasi desa, asisten sosial desa, dan pejabat jasa sosial Kabupaten Blitar . Temuan menunjukkan bahwa proses pemberdayaan yang diimplementasikan tidak memenuhi karakteristik pemberdayaan. Implementasi program masih didasarkan pada kepentingan pemerintah, yang tidak didasarkan pada kepentingan petani miskin sebagai target program. Akibatnya, para petani miskin tidak merasa terlibat dalam program yang mengarah ke partisipasi mereka yang buruk. Selain itu, dampak Kube pada kondisi ekonomi dan sosial mereka tidak memiliki harapan mereka. KUBE tidak berdampak pada kondisi ekonomi mereka karena pendapatan utama mereka berasal dari pekerjaan paruh waktu lainnya. Di tingkat sosial, anggota KUBE dapat merasakan manfaat dari kegiatan sosial. Anggota KUBE mengidentifikasi faktor-faktor yang mempengaruhi keberlanjutan KUBE sebagai terkait dengan kejelasan program, dukungan dari pihak eksternal, kepemimpinan dan perilaku anggota.
English Abstract
KUBE is one of the poverty alleviation programs under the Ministry of Social Affairs implemented through the empowerment approach. In implementing it, the government has spent a large budget to encourage KUBE development all over Indonesia mainly to reach peasants as they are the majority of poor in Indonesia. As a concept, KUBE`s objective to raise the economic and social welfare of the poor seems suitable to rural areas. However, the low sustainability of KUBEs in the field indicates inappropriate approaches at the implementation level. This study aims to describe and analyze the process of poor peasants empowerment through KUBE, its impact on the poor peasants` welfare and what factors affect the sustainability from the peasants` perspectives. The study used a case study of empowerment of poor peasants through KUBE in Sumberagung Village, Blitar Regency. For data collection, the researcher conducted fieldwork and used multiple sources of evidence namely, documents, observations, group discussion and open-ended interviews with relevant subjects from KUBE`s members, village administration, the village social assistant, and Blitar Regency Social Services officers. The findings show that the implemented empowerment processes do not meet the characteristics of empowerment. The implementation of the program is still based on the government interest, not based on the poor peasants interest as the program targets. As a result, the poor peasants do not feel engaged in the program leading to their poor participation. In addition, the impact of KUBE on their economic and social conditions has not their expectations. KUBE does not impact on their economic condition since their major incomes are from other part time jobs. At the societal level, KUBE members can feel the benefit of the social activities. KUBE members identify factors affecting KUBE sustainability as related to program clarity, support from external parties, leadership and members` behavior.
