Abstract

Masalah keamanan pangan bersifat kompleks serta dapat terjadi sepanjang mata rantai pangan (from farm to fork). Pangan yang tidak aman mempengaruhi kesehatan manusia dan membawa penyakit bawaan pangan (foodborne disease). Oleh karena itu, suatu sistem keamanan pangan diperlukan untuk menjamin bahwa produk pangan bebas dari kontaminan sehingga aman dikonsumsi. Salah satu masalah keamanan pangan adalah Aflatoksin M1 (AFM1) pada produk pangan olahan berbasis susu. Dalam rangka menangani serta mencegah masalah keamanan pangan, Badan POM melakukan kajian rutin terhadap keamanan pada pangan, dengan salah satunya adalah sampling plan. Badan POM melakukan pengembangan metode sampling plan yang digunakan untuk memperoleh data sampel (shopping list). Penelitian ini bertujuan untuk melakukan pengembangan metode sampling plan serta melakukan analisis terhadap metode tersebut. Pengembangan sampling plan dilakukan mengacu pada FDA : Sample Schedule Chart 1 Investigation Operation Manual 2015, dengan teknik pengambilan sampel purposive sampling, pengelompokkan sampel berdasarkan kategori pangan serta pengacakan dengan selected by random selection. Data yang diambil adalah kategori pangan olahan terdaftar di Badan POM, yaitu produk-produk susu dan analognya dari periode 15 Maret hingga 27 April 2016. Pengembangan sampling plan dilakukan dengan penambahan tahapan, yaitu sampling dan pemilihan sarana ritel. Pengembangan ini juga disertai analisis terhadap alternatif metode sampling plan menggunakan metode Analytical Hierarchy vi Process (AHP), dengan responden 3 orang yang ahli dalam sampling plan. Hasil pengembangan sampling plan diperoleh sampel 100 unit yang terbagi dalam 7 (tujuh) sub kategori pangan olahan terdaftar berbasis susu. Hasil analisis pengembangan sampling plan diperoleh 3 alternatif metode yaitu perolehan data melalui data base Badan POM, perolehan data melalui pemilihan sarana ritel serta perolehan data melalui survei konsumsi. Prioritas metode sampling plan yang diperoleh melalui analisis AHP adalah metode perolehan data melalui pemilihan sarana ritel dengan nilai bobot 0.5315. Metode ini merupakan metode yang efektif dan efisien dalam penggunaan sumber daya pada pelaksanaan sampling plan.

English Abstract

Food safety problems are complex and able to occur along the food chain (from farm to fork). Food poisoning affects human health and disease provisioning (foodborne disease). Therefore, a food safety system is needed to ensure that food products are free of contaminants so it is safe for consumption. One of the problems of food safety is Aflatoxin M1 (AFM1) of processed food products based on milk. In order to handle and prevent of food safety problems “Badan POM” conducts research routinely, one of the research topics is sampling plan. Badan POM has been developing the method of sampling plan for taking sample data (shopping list), and facing of problem in the development of the methods used to obtain data sample (shopping list). This study aimed to develop a method of sampling plan and conduct an analysis of the method. Development of a sampling plan based on FDA : Sample Schedule Chart 1 Investigation Operation Manual 2015, using purposive sampling techniques, clustering of samples based on the category of food and randomization with selected by random selection. Data were taken by categories of processed food number registration on Badan POM which were dairy products and derivatives from the period of March 15 to April 27, 2016. The development of sampling plan carried out by the addition of sampig plan stages i.e sampling and chosen retail. This development was also analyzed by using Analitycal Hierarchy Process (AHP), with 3 respondents of sampling plan expert. The results of the sampling plan development obtained a sample of 100 units, divided into seven (7) sub category of milk-based processed food registered. The results of sampling plan development were 3 alternatives method, i.e data collection through viii database of Badan POM, data collection through chosen food retail, and data collection through food consumption survey. The priority method for sampling plan was data collection through chosen food retail with weight of 0,5315. This method was an effective and efficient in resources use for sampling plan.
